ORS Updates Memo to NIH Funded Faculty – Human Subjects Memo to Grant Administrators—No Placeholders No-cost Extensions

Memo to NIH Funded Faculty – Human Subjects (June 9) What is the change? Rather than entering inclusion enrollment data in the RPPR using forms, the PI must input information directly into the new HHS system. This is not currently a delegable task but will be in the future. (Access pages through the Status Page or the RPPR.) Memo to Grant Administrators—No Placeholders A placeholder is defined as a blank document or a document that references a reminder to replace with a later version. No reason to do this in SPS or grants.duke People forget things. Applications that are submitted with placeholders will be withdrawn administratively. Resubmitted if there is still time to correct. Wait until the next cycle. ORS reviews all documents that are present within a reasonable time-frame. If the documents are there! The PI and her team should review all documents before the proposal is submitted.

Memo to Grant Administrators—No Placeholders Wait…It’s not my Grant? Mike Lauer: Open Mike, May 29, 2018. NIH makes awards to institutions, not people. This is true of almost all federal agencies. The institution designates individuals, including an “authorized organization representative” (AOR) the program director/principal investigator (PD/PI), to assume the responsibilities described below, in fulfilling the terms and conditions of their award. Objectivity in research Civil right protections Protections for Human Subjects, animals and the environment.

Memo to Grant Administrators—No Placeholders The key to success in grants management is a close working relationship between institutional officials and investigators, and communication and coordination with NIH. If an investigator has questions about their roles and responsibilities on an NIH grant, their first stop should be the sponsored programs office at their institution. Ask ORS before approaching either the PO or the GMS. We may know the answer. If not we can discuss the best approach: information phone call, email, formal request letter for prior approval.

No-cost Extensions All NCEs should be submitted using the SPS tool. https://ors.duke.edu/no-cost-extensions Carryforward Requests will be added to the tool in the near future. Our expectation is that all CFs will route through the tool.
