Step 1: Needs Assessment Analysis and Capacity Mapping Recommended by end September The SWG reviews achievements and existing needs assessments to identify: Needs according to population groups Targeted populations vs. populations in need Products: Narratives: Achievements & Challenges, Needs & Priorities Table: Targeted Population Template: Achievements and Challenges + Needs Population in need vs. targeted population

Step 1: Needs Assessment Analysis and Capacity Mapping Recommended by end September The SWG reviews partner capacity to identify existing response and gaps Products: 3W map Map of ongoing activities Template: Achievements and Challenges + Needs Population in need vs. targeted population

Step 2: Development of Response Strategy Submission by mid-October SWG agrees on a Sector Response Strategy based on a maximum 5 Strategic Objectives Products: Narratives: Response Strategy Tables: Sector Response Overview, sector requirements summary (per agency) Strategies should be kept realistic and implementable, clearly spelling out challenges (funding, bureaucracy, access, lack of partners, etc.) which may impact implementation and whether or not responders expect to be able to meet all the needs of all potential beneficiaries (i.e. whether the target was 100% even before prioritization, ex WASH Lebanon) It is likely that the Sector Response Strategy may be longer and more detailed than what can be included in the RRP document where each Sector Strategy is expected to feed into the overall country strategy

Step 3: Setting of Objectives, Outputs and Indicators Submission by mid-October The SWG agrees on: 1-5 sector response objectives 1-5 key outputs per objective Determine for each objective/output Which populations are targeted and target #s Which partner will respond and Products: Tables: Sector Response Overview

Step 4: Costing and Prioritization Submission by mid-October Partners develop their individual financial requirements by: Output; Population; Location; Target #s The SWG consolidates: Financial requirements per output Financial requirements per agency Sector coordinator should encourage standard costings! Note: details of partner activities will not be published in the appeal so keep a record! Products: sector requirements summary (per agency)

Step 4: Costing and Prioritization Submission by mid-October SWG apply prioritization criteria to determine budgetary requirements at 3 priority levels: Most critical Critical Less critical Products: Tables: Sector Response Overview
