Regional Architecture Development for Intelligent Transportation RAD-IT Tool Training June 2017 RAD-IT Tool Training Regional Architecture Development for Intelligent Transportation WRAP-UP Module 14 This training is designed for transportation professionals who want to understand how to use RAD-IT tool to create regional and project ITS architectures. The training discusses how to use the RAD-IT tool and provides a basic overview of the tool that has been developed to support ARC-IT use.

This Module will take approximately 15 minutes to complete. Architecture Use in Project Life Cycle RAD-IT Tool Training June 2017 Architecture Use in Project Life Cycle Planning Programming/ Budgeting Operations & Maintenance Identified Project Implementation Funded Monitoring & Evaluation Implemented Architecture Use RAD-IT is primarily used to support ITS project deployment. An ITS architecture can be used in the first three steps of an ITS project’s life, i.e. during planning, programming/budgeting, and implementation. RAD-IT Use in Planning RAD-IT Tool Training June 2017 Although there is no required process, the planning of transportation projects, including those involving ITS, typically follows a general process to identify projects. The process typically begins by defining a regional vision and goals, followed by the definition of improvement strategies including both operations and capital strategies, and evaluation and prioritization of the strategies for inclusion in a long range transportation plan. ITS services defined in RAD-IT may be used to identify potential operational strategies. Projects, sequenced by timeframe or status on the RAD-IT Start tab, assist in the evaluation and prioritization of strategies. RAD-IT Use in Programming/Budgeting RAD-IT Tool Training June 2017 RAD-IT Use in Programming/Budgeting To program or budget for ITS projects, an agency prioritizes specific projects based on their expected finances to determine which projects to fund. In programming and budgeting, ITS projects whether the entire project or just a portion of a project, are weighed against traditional transportation projects. Stakeholders can use RAD-IT to identify ITS projects and define details about them, including stakeholders and their roles and responsibilities, involved or potential ITS elements, integration opportunities, and potential partners via related potential interfaces. Traditional project Development Process RAD-IT Tool Training June 2017 Traditional project Development Process The implementation of transportation projects including ITS projects, typically follows a linear process. The process begins with project initiation, followed by preliminary engineering, and planning specifications or specs and estimates, often referred to as PS&E, are developed. Processes for ITS project Development RAD-IT Tool Training June 2017 Processes for ITS project Development The FHWA Rule/FTA Policy requires that ITS projects be deployed following a systems engineering process. The first steps of the process involve decomposition and definition of the project; the project is then integrated and recomposed. Systems engineering, of course, is beyond the scope of this training. The purpose of this diagram is to demonstrate the relationship between the traditional project development process and the systems engineering process, and how an ITS architecture can support the initial steps of the systems engineering process. Regional Architecture Use in Project Development RAD-IT Tool Training June 2017 Regional Architecture Use in Project Development Roles & Responsibilities Functional Requirements In RAD-IT, the Roles and Responsibilities for a project is used to initiate development of the Concept of Operations for a project. Functional requirements for the elements involved in the project are used to initiate development of more detailed system requirements. Finally, RAD-IT is used to identify the ITS standards relevant to the project which, are needed for the high-level project design.
