Population is used to determine votes or representation In the House of Representives Topic Sentence: Restate and Answer The issue of counting slaves in the population creates a debate at the Constitutional Convention because…

Example 1: What was Maryland’s population including slaves? Where did it rank among the original 13 states? What is Maryland’s population is slaves are not counted in it population? Where would it rank among the original 13 states? Why would Maryland want to ensure its slaves were included in the population? If slaves are not included its population drops below Connecticut’s, Connecticut would then have more votes in the House of Representatives. Sentence 2: Cite an example from the Graphs. Their populations don’t change Cite Sentence 6 According to Graph 1, Connecticut has a population of _____________ and New York has a population of _____________these states do not have slaves, so their populations will not change if slaves are not counted in the population. Sentence 7 However, if southern states cannot count their slaves then states like Connecticut and New York will outrank them and have more votes in the House of Representives. Example 3: Why would a state like New York and Connecticut fight to keep slaves from counting in the population of southern states? Their populations don’t change Connecticut's moves ahead of South Carolina and Maryland (will have more votes) New York moves ahead of North Carolina (will have more votes) Explain
