A Balanced Assessment System Common Core State Standards specify K-12 expectations for college and career readiness All students leave high school college and career ready Teachers and schools have information and tools they need to improve teaching and learning Summative: College and career readiness assessments for accountability Interim: Flexible and open assessments, used for actionable feedback Formative resources: Supporting classroom-based resources to improve instruction

Smarter Balanced Interim Assessments The Interim Assessments (IAs) can: Support teaching and learning throughout the year. Provide feedback to inform instruction including: Global measures of early and midyear progress Identify specific areas of strength and weakness Assess skills of incoming students

Similarities Between Interim and Summative Assessment Items All Interim and Summative Assessment items: Were developed together Assess Common Core State Standards Use Universal Design principles Allow for the same accessibility resources Provide evidence to support claims in mathematics and English language arts/literacy The fact that the Interim Assessment items are in a separate, non-secure, but not public pool is a major difference.

The Two Types of Interim Assessments Interim Comprehensive Assessments (ICAs) Follow the same blueprint as the summative assessments Assess the same claims and standards Yield overall scale scores, performance level designation and claim score information Interim Assessment Blocks (IABs) Assess smaller sets of targets Address specific content areas Offer more flexibility Yield performance level designations reported as “Below Standard, “At/Near Standard,” and “Above Standard” Students are allowed two opportunities to take the ICAs and each IAB.

Administration of Interim Assessments Are administered online through the Test Delivery System (TDS) Use the same delivery software and secure browser as the SB summative assessments and other state assessments Provide students with individual accommodations and designated support features that have been set up in TIDE Use the scripts, i.e., directions for administration, included in the Test Administration Guide for the Smarter Balanced Interim Assessments Yield reports in the Online Reporting System (ORS) after tests are submitted and hand scoring has occurred (where applicable)

Scoring of Items and Tests Scoring of non-machine scored items is a school responsibility ICAs and some IABs have items that are not machine- scored and must be scored by a TA, teacher, or other professional staff. For more information about hand scoring, refer to the Teacher Hand Scoring System User Guide Scores will only be rendered for a subject (ELA or Mathematics) after both the Computer Adaptive Test (CAT) and Performance Task (PT) have been completed by a student and all responses for a student that require hand scoring have been scored.

Administration of Interim Assessments Grade flexibility. The IAs: Provide teachers and students the option of testing “off grade level” grade level. Are available for students in grades 3 through high school. Allow flexibility by allowing tests to be used “off grade level” where appropriate, depending on purpose carrying out the assessment. Both ICAs and IABs may be administered twice during the year. However: There is only one fixed form test available for both the ICAs and IABs. Students will see the same items more than once. Decisions about test choice and frequency are determined at the complex area or school levels.

Interim Assessments Available in 2014–15

Current Interim Assessments Fixed form online tests for Spring 2015, however they will become adaptive in the future as the item bank allows. ICAs are offered in both ELA and Mathematics in Spring 2015. The current set of IABs available is limited due to item availability. Additional items will be field tested in 2014–15, expanding the interim pool. Blocks with an asterisk are not available for the 2014–15 school year.

Reporting of Interim Assessment Results

Flow of Scored Test Data State Hosted and Managed TIDE (Test Information Distribution Engine) TDS (Test Delivery System) Fixed Form Test (CAT) and Performance Task THSS (Teacher Hand Scoring System) ORS (Online Reporting System) Individual Student Reports Identified Student Data The Online Reporting System (ORS) will be used to render individual student reports. Scores will only be rendered for a subject (ELA or Mathematics) only after both the Computer Adaptive Test (CAT) and Performance Task have been completed by a student and all responses for a student that require hand scoring have been completed by a Test Administrator/Teacher.
