MEPS & Energy Labels for Cooling Equipment – An Importing Country Perspective Energy Efficiency Opportunities While Phasing Down HFCs Vienna, 9-10 Jul 2018 Kofi Agyarko, Ghana Energy Commission

Characteristics of Cooling Appliance Market Prior to MEPS & Labelling Regime Average refrigerating appliance consumed 1,200kWh per year The used appliance market share was 80%, mostly imported from Europe. Employed over 80% of the people in the sector The most popular and regularly sought for RAC was the most inefficient on the market but most expensive 40% of the annually generated 12,000GWh went into domestic use Almost all the used cooling appliances were HFC laden

The Dumping Menace & the Environment

The EE Regulations on Cooling Appliances Energy Efficiency Standards and Labelling (Non-Ducted Air- conditioners and Self-Ballasted Fluorescent Lamps) Regulations, 2005 (LI 1815) Energy efficiency Standards & Labelling (Household Refrigerating Appliances) Regulations, 2009 (LI1958) Energy Efficiency (Prohibition of Manufacture, Sale or Importation of Incandescent Filament Lamp, Used Air-Conditioner) Regulations, 2008 (LI1932)

HFC Phase Down, Opportunity for EE A rebate scheme

Results of MEPS & Incentives on Refrigerating Appliances – Reduced consumption

Evidence of transformed market through MEPS

Results of MEPS & Labeling Implementation Over 10,000 used and inefficient refrigerating appliances have been replaced with same number of new and efficient ones Over 34,000 illegally imported refrigerating appliances have been confiscated and dismantled 400GWh of electricity has been saved 1,500kg of CFC has been recovered. 1.1 million tons of CO2 has been saved

Enforcement Challenges Ingenious ways of Smuggling banned products Fake labelling and forged technical report Inadequate test Laboratories Foreign manufacturers unwillingness to comply with the labelling laws. Lack of Institutional collaboration Agitation from locals whose businesses are affected by the MEPS.

System Leadership – Key to success in MEPS Champions –institutional & Individuals
