Chapter 1: Introduction Bikesharing schemes are established in a lot of European Cities and also in other parts of the world. Most of them were installed to serve the inner city or city center (Examples: Call-a-bike in some German cities, Barclays bike hire in London).

Chapter 1: Introduction New systems are spread (nearly) over the whole city, like „Vélib“ in Paris, „Bicing“ in Barcelona.

Chapter 1: Introduction Only a few systems are running outside of big oder medium sized cities, e.g. „Usedomrad“, mainly for tourists.

Chapter 2: From city to region The next step to develop bikesharing schemes is the extension to regional level. This can be an offer for worktravel, tourist tours and leisure trips. It can also being used as part of Mobility Management actions: Employees will get information on special routes, free access to company or hire scheme bikes etc.

Chapter 2: From city to region Drivers can also be big events like „Garden Shows“ or main points of interest outside the City. In the Stuttgart Region the „Remstal Garden Show 2019“ will implement a bike hire scheme over 80 Km length between Remseck and Schwaebisch Gmuend.

From idea to implementation 1. Decision of City of Stuttgart to roll out the bike hire scheme to the whole region 2. Contact to all municipalities in the region (183 communities, thereof 26 medium sized with a Lord Mayor) Size of the communities: Stuttgart: 604.297 inhabitants Ludwigsburg: 86.933 Winnenden: 27.219 Korb: 9.936 Bondorf: 5.721 Drackenstein: 421

From idea to implementation 3. Three workshops with interested communities (around 60 participants) 4. Consultations with a lot of communities, concept presentation at local mayors conferences (on county level) 5. Contribution of information, presentations etc. to all interested communities Result: More than 50 communities were interested to join the new system.

Data, facts and figures To convince the communities the project team prepared a lot of information, cost analysis, best practice examples etc. Station types: Fixed stations flexible system virtual station

All reviewed bike sharing schemes need subsidies 2. Costs: All reviewed bike sharing schemes need subsidies the costs for implementation and operation are obvious higher than the income by users The income is quite different and depends from system and tariff Most cities pay for investment and will give a yearly subsidy to the operator of the system (only London has a main sponsor) Our result: The total borrowing requirement for installation and operation of the system in a high quality can be seen by about 1.000 € per bike and year.

Development of an European tender: After this phase of information and preparation the project team developped the tender documents, based on experience of the team and other German cities. The communities in the Stuttgart region were invited to declare their participation in the tender process and in the implementation of the project. For the first phase (begin at 1st of May 2017) 8 communities joined the project In 2018 14 communities with Ebike-Stations will join the project Between 2017 and 2019 further 37 communities and the Stuttgart Fair have declared their willingness to participe (phase 3)

View in the future: Some of the communities will see if the system will run in the region to rethink their decision People and tourist pressure will enforce the expansion of the system Gaps in the service chain between communities have to been closed Integration of cargo bikes
