Introduction AECOM is producing a Freight Strategy for the WestTrans region that aims to satisfy the following objectives: Improving Road Safety Improving Air Quality Reducing Congestion Increasing Business Efficiency Supporting Economic Growth Identifying Energy Efficiency Opportunities

Introduction

Improving Road Safety There were 631 reported accidents involving freight vehicles in WestTrans in 2014 and these resulted in 800 casualties There were 4 fatalities involving freight vehicles Killed and Seriously Injured casualties are 6.6% of total casualties STATS19

Improving Air Quality Pollutant emissions (NO2 and PM10) from transport can lead to the declaration of Air Quality Management Areas (AQMAs) All 6 WestTrans Boroughs have declared AQMAs, all as a result of road transport. Road transport is the largest source of NOx in the UK. Defra

Improving Air Quality CO2 emissions come about as a result of burning fossil fuels such as petrol and diesel Heavy duty vehicles (HGVs and buses) produce around a quarter of CO2 emissions from road transport and transport is responsible for a quarter of all CO2 emissions in the UK On a per tonne.km basis HGVs emit over 4 times the CO2 of trains and over 32 times the CO2 of shipping vessels Mode KG CO2 per tonne.km HGVs 0.11181 Trains 0.02590 Shipping Vessels 0.00349 Defra

Reducing Congestion There were 464,000km driven by vans and HGVs in the WestTrans area in 2014 The number of km driven by HGVs has decreased by 6% over the past 10 years The number of km driven by vans has increased by 20% over the same period DfT

Reducing Congestion There are 52,104 vans and 6,355 HGVs licensed in the WestTrans area in 2014 The number of licensed HGVs has decreased by 19% over the past 10 years The number of licensed vans has increased by 9% over the same period DfT

Increasing Business Efficiency There are 1,180 licensed freight operators in WestTrans operating 6,355 HGVs 79% of operators have between 1 and 5 vehicles in their fleet Just 9 operators have more than 100 freight vehicles in their fleet but these have 24% of all vehicles licensed in WestTrans Office of Traffic Commissioner

Increasing Business Efficiency There are 1,743 companies involved in freight and logistics (of which 1,157 are freight transport companies) Not every company that moves freight is categorised as such, eg B&Q Companies House

Increasing Business Efficiency TfL undertook a survey on Acton High Street to understand the potential to retime deliveries Most respondents said they could not retime deliveries to off peak traffic hours

Supporting Economic Growth There are a number of key freight generators and attractors and potential developments in the WestTrans area. They are: Heathrow airport Brent Cross Harrow and Wealdstone Park Royal White City Westfield Old Oak

Supporting Economic Growth The Transport and Storage sector is a major employer in Brent, Ealing, Hillingdon and Hounslow A quotient greater than 1 means that Transport and Storage employs a higher than average number of people Hillingdon has a the highest quotient, probably due to Heathrow Airport Borough Transport and Storage Employment Quotient Brent 1.77 Ealing 1.65 Hammersmith & Fulham 0.50 Harrow 0.58 Hillingdon 6.25 Hounslow 2.53 Greater London 1.06 ONS

Identifying Energy Efficiency Opportunities There are a number of energy efficiency opportunities that freight and logistics can implement: Alternative fuelled vehicles Computerised Routing and Vehicle Scheduling Systems Driver Training Alternative modes to road transport Aerodynamics Telematics More night deliveries

Identifying Energy Efficiency Opportunities (alternative fuels) There are currently 610 vans and 33 HGVs that are classed as ultra-low emission vehicles licensed in the London region This is less than 1% of vans and HGVs Low take up of ultra low emission vehicles in commercial vehicles is due to a number of reasons including: Cost Reduction in payload Uncertainty DfT

Identifying Energy Efficiency Opportunities (Rail) These trains transport the equivalent load of 1,078 lorries per day Some of these terminals are under-utilised and Network Rail encourages operators who are interested to make contact

Identifying Energy Efficiency Opportunities Modal switch to water The Grand Union Canal (Paddington Branch) which runs through the WestTrans area The flow identified in WestTrans is aggregates running between Denham in Buckinghamshire and West Drayton (less than 50 tonnes per day) Potential for waste transfer onto water but there are barriers URS/AECOM

Summary WestTrans is a thriving area with much freight activity There are some nationally significant freight hubs KSI have come down in recent years but still occur 79% of operators have < 6 vehicles Numbers of vans increasing as HGVs are decreasing More freight jobs than average in 4 of 6 Boroughs The majority of the area is in AQMAs Take up of alternative fuelled vehicles is still low There is scope for some modal switch There are issues to be tackled but you tell us!
