Reflections of Capacity Assessment Process National Human Rights Commission of Thailand
Overview The capacity assessment was undertaken in November 2010 at the time of organizational reform. The NHRCT was then in the process of drafting the Strategic and the Operational Plans, including capacity building of staff members. The capacity assessment is; therefore, timely to provide the experts’ view objectively and impartially.

Capacity Assessment = Learning Process The capacity assessment is a learning process between the Commission and the capacity assessment team. The capacity assessment should adopt the approach of R&D, D&R.
