Alliancing in Tampere, Finland The tunnel of Rantaväylä 9 Alliancing in Tampere, Finland The tunnel of Rantaväylä 9. October 2013 “Innovationer I vejsektoren” Mauri Mäkiaho, Finnish Transport Agency mauri.makiaho@fta.fi

2 pieces of one-way 2,3 km road tunnels in Tampere city center Interchange in both ends and provision for one in the middle Daily traffic volume now > 40 000 In the future 2030:    54 000 The target cost 180,3 M€ Development period July 2012 – autumn 2013 Implementation period October 2013- 2017 (finishing 2018) Liikennevirasto

The tunnel of rantaväylä Whole length 4.2km Tunnel 2+2, 2,3km Roads Device transfers Effects for traffic during the work Bridges (7) and other structures Noise barriers Tecnical systems Plans 11/18/2018 www.liikennevirasto.fi

Challenges Contract tendering takes time and resources maybe more than other procurement models Many participants to coordinate No chance to modify the time table So far the Alliance model is quite new to everyone Project plan was completed in June 2013 Liikennevirasto

Alliance ”Liekki” Alliance ”Ratu” Challenges Adopting the working culture when people are working also in other projects, “turning the alliance mode on” Finding good incentive elements for subcontractors Key employees possibilities to focus enough, because the working in alliance is very effective “things do not wait … they go on” Find the right and important experiences from the Pilot project Timing with authorities Alliance ”Liekki” Alliance ”Ratu” Liikennevirasto

Tecnology groups takes responsibility to explode the ideas Lessons learnt Clear evidence of innovation promotion No contractual barriers which prevents changes Generate ideas without barriers is very productive Explode the innovations systematically and resolve issues where they can be solved We can plan and prepare right things in the right time We can priorisize our focus in to an interesting idea every time when we want Time table is not stretching because of the changes Big room !!! Key resources must be in the same place Rather workshop than meeting APPROVED UNFINISHED FROZEN CAST OFF More than 50 ideas  More than 20 innovations  saves more than 20 million € ROAD BRIDGE TUNNEL TECNICAL SYSTEMS Tecnology groups takes responsibility to explode the ideas Liikennevirasto

Exploding the innovations systematically brings results Liikennevirasto

Challenges and achievements Target costs Time schedule Enviroment Achievements Producing ideas without barriers brings results When you can explode the ideas with a good systematic way, it produces innovations Openess Trust Efficiency 11/18/2018 www.liikennevirasto.fi

Finally Think carefully, when it is good time to use the Alliance But when you choose it, then take the whole benefit out from it Openness and trust is not any problem when the contract doesn´t make barriers Commercial model must be understood clearly Happens also in alliance: Use the good old way when you can’t justify the new way Liikennevirasto
