Tightened Eligiblity Basic Maintenance Duplicative Services – Defined as same functionality to the same population at the same time If you are requesting more than phone service, you will need to put together a tech plan. Will be submitted to ODE for review and approval. Describes the services sought and open the competitive bidding process. SLD posts form 470 to website. Waiting period of at least 28 days before selecting Service Provider. PIA will review then communicate FCDL. Form 486 – AP notifies SLD that services have started and certifies tech plan and CIPA compliance. Usually due

Changes to E-Rate Process Legally binding contracts MUST be in place by the time the 471 is filed. Tech Plans (Oregon is doing well here)

Tech Plans Continued Must have these 5 elements: Goals Professional Development Needs Assessment Budget Evaluation Timing – Tech plans must be WRITTEN by 470 submit. Must be APPROVED before 486 submit.

Changes to the E-Rate Process Service Providers Cannot file form 470 on behalf of applicants. Cannot be involved in competitive bidding process except as bidders. Service Providers – Those that charge entities for Internet, telephone, or internal connections.

Changes to the E-Rate Process Competitive Bidding SLD is requesting more details in 470 Competitive bidding awards made to most cost effective bid. Must save bid process and award docs for 5 years. Must be able to document the process. More Details – Relationship between what you are seeking and what you have signed contracts for I.E. Log the fact that you didn’t get any bids, etc.

Changes to the E-Rate Process Budget Documentation When PIA asks for budget – provide Revenues & Expenses Important: If there are unforeseen budget reductions, must show that you filed in good faith.

Changes to the E-Rate Process Duplicative Services Must be supported by the needs of applicant. If you are requesting duplicative services, will need to provide justification why. Must be documented all the way back to tech plan.

Changes to the E-Rate Process Role of Education Service Agencies CANNOT be a service provider and an E-Rate consultant concurrently.
