IMPACT REPORT: HURRICANE IRMA (U) Hurricane IRMA-17 set to have a high humanitarian impact based on the storm strength and the affected population in the past and forecasted path. (U) OVERVIEW: The islands most heavily affected are territories of the United States, France, and United Kingdom. Some nations, though technically independent (like Antigua and Barbuda) are still within the British Commonwealth of Nations, giving them access to the considerable resources of the United Kingdom. These historical ties will result in more accurate communication and facilitate a more precise response to this disaster. NGO’s are likely to play an important role during this disaster response and recovery operation. The Red Cross, AmeriCares, Salvation Army, and OxFam are preparing on the ground to respond to the hurricane. Many smaller and less-mobile NGO’s are prepared to move in once the storm has subsided adequately or moved on completely. (U) ANALYSIS: Social media usage throughout the last 24 hours within the Caribbean has been extremely prolific with over 300,000 mentions of Hurricane Irma. Most of the PAI has been talking about praying for the affected areas or showing infrastructure damage and flooding. This data will be key for Emergency Operation Centers (EOC) within those countries as the hurricane passes over. The posts and pictures indicate that there could be thousands of people trapped, without adequate shelter, food or potable water due to winds and flooding. Governments in the impacted areas have already made the necessary adjustments and preparations for this storm and will be assessing the situation to determine the best course of action for recovery operations. Based on latest reports, Barbuda diplomat says all contact has been lost with the island. This has been confirmed through social media users on Twitter and news outlets such as CNN and the Weather Channel.
