A:4 - Easy Speak, Easy Read – Getting Health Information Right for People with Learning Disabilities #nhsa4

Learning Disability in Scotland Policy and beyond… Linda Allan – Clinical Associate Professor, Professional Advisor Care, Support & Rights Division Population Health Improvement Directorate

The Keys To Life - Implementation Framework From Recommendations to Outcomes

“If a person’s health and social care needs are not addressed in their society, it will be difficult for them to feel included in that society. The Government has made it clear that we see the need to address the stark inequalities that people with learning disabilities face as a national priority… We are taking forward work … to develop a process to capture data so that people with a learning disability are much more visible in our health (and social) care system. We do not currently have that information. That will help us to drive forward improvements … to improve outcomes for people with learning disabilities and bridge the gap in inequalities. I cannot overestimate the importance of capturing that data in helping to drive forward the agenda…” Michael Matheson – Minister for Public Health, Scottish Parliament 21st May 2014 It is because of this different the commitment is given to drive forward specific improvements in outcomes Rely on data

Participation Prosperity Fairness 3 Clear priorities for Government Participation Prosperity Fairness Our vision is that all citizens of Scotland who have learning disabilities live longer, healthier lives; are supported to Participate fully in all aspects of society; Prosper as individuals and are valued contributors to a Fair and equal Scotland. Wider policy context – Christie / Public bodies – plethora of policy and statute aiming to address the health and social care equalities in Scotland Prog for Gov – 3 tenants based on this K2L – large strategy – 52 recommendations – June published our refreshed delivery approach – at the heart of this is addressing the health and social care equalities for all people with learning disabiliies – the vision within this approach is grounded in the Prog for gov But why do we even need this strategy?

The Keys to Life – Outcomes A Healthy Life: People with learning disabilities enjoy the highest attainable standard of living, health and family life. Choice and Control: People with learning disabilities are treated with dignity and respect, and protected from neglect, exploitation and abuse. Independence: People with learning disabilities are able to live independently in the community with equal access to all aspects of society. Active Citizenship: People with learning disabilities are able to participate in all aspects of community and society.

A Healthy Life Reducing the stark inequalities people with learning disabilities face is a key priority Without good health people with learning disabilities are unable to contribute to or participate in their communities

Here is the challenge
