Strategy development support sought: Organisational Development support around Learning and Development, effectiveness, capabilities and improving organisational capacity for the humanitarian sector. RFQ elearning content 2016.03.01

Background: The Academy and our Learning offer RFQ elearning content 2016.03.01

The Humanitarian Leadership Academy We will create transformational change across the humanitarian sector and empower and equip local governments and communities to prepare for and respond effectively to crises of all kinds. The Academy will comprise ten on-the-ground Academy Centres around the world and a global digital offer. Through these, we will deliver learning opportunities, share knowledge and good practice, and create communities of practice across all humanitarian responders. We will work with humanitarian organisations and those who are not professional humanitarians but are involved in response within their communities.

Background: Learning approach - Themes and pathways RFQ elearning content 2016.03.01

Learning pathways: Who am I? Who do I want to be? Level 1 courses Learning pathways: Who am I? Who do I want to be? Learning pathways will aggregate and curate individual level one courses into level two pathways that cover both technical subjects and professional/organisational development. Pathways will include elearning, events and webinars, videos, PDFs quizzes, etc. Pathways will be themed for different roles, different places, different needs. E.g. management essentials, core humanitarian volunteer package etc. Pathways mean learners do not need to know exactly what they want to study, only what they want to achieve. Kaya: the online learning platform for the humanitarian sector Kaya is the Academy’s learning management system. Kaya will host level 1 courses and level 2 learning pathways. Courses will be free-of-charge to learners around the world. There may be cost-recovery for some learning pathways. Kaya will provide analytics and reporting on learner journeys through content, providing insight far beyond simple completion data. Kaya is currently under development and will be implemented by 31 March 2016 at www.kayaconnect.org RFQ elearning content 2016.03.01 NB development design

What are we seeking? Organisational Development (OD) Strategy support RFQ elearning content 2016.03.01

Specification: topics The Academy recognises it can do much more to support organisations in their uptake and application of our learning offer, particularly with regard to digital learning / technology and the way it relates to their people strategy. It therefore seeks to develop an organisation development (OD) strategy that will frame its offer to humanitarian and learning organisations, and help strengthen local learning networks, and bring about transformational change in terms of humanitarian capacity and effectiveness. Change management Time and task management (e.g. prioritisation of tasks etc) Working in highly pressurised contexts/stress management/conflict management creativity, training skills, coaching, etc

Specification: topics (continued) The discipline of organisation development encompasses a wide range of activities, including organisation design, culture change, managing transformational change, capacity assessment and talent management, and developing leadership. OD experts work collaboratively, and in partnership to facilitate change processes. Through a process of diagnosis, intervention and evaluation, they act as third party change agents, helping people and systems to bring about the desired change. For this work, the OD focus is ‘external’, i.e. on the organisations the Academy works with (such as local responder networks, humanitarian organisations, learning & development providers, policy makers and donors), rather than ‘internal’ (i.e. it is not focused on the Academy itself as an organisation).

Specification: technical The Academy anticipates its OD focus could be in the form of support to: learning needs analyses, internal learning and development strategies, and the adoption and promotion of competency frameworks. Once the OD strategy has been developed and agreed, the implementation will be led by a suitably qualified and skilled OD Manager, who will be recruited as part of a separate process.

Parameters for this consultancy The objective of this consultancy is to develop an OD strategy for the Academy. The OD strategy will provide a framework for the Academy’s support to humanitarian organisations in their uptake and application of learning content. The deliverable will be an OD strategy that aligns with and supports the implementation of the Academy’s core strategy. The strategy should contain a clear rationale, approach and underpinning principles, and a set of realistic outcomes accompanied by specific outputs and activities. It should align with the MEAL (Monitoring, Evaluation, Accountability & Learning) framework and include appropriate quality assurance mechanisms and some indication of how activities could / should be delivered at global and local (via centres) levels

Proposals Content, structure, timelines RFQ elearning content 2016.03.01

Proposals should include: Resources and engagement from the Academy The consultant will have direct support from the Academy’s Global Learning Director, and will also be expected to work with key Academy stakeholders including the Partnerships Director and Director of Global Operations. Proposed schedule November – December 2016, with delivery / presentation of the OD strategy in January 2017. Essential criteria The consultant is expected to have relevant experience in Organisation Development and consulting in the private, public and non-profit sector. This experience should include designing, developing and implementing an OD strategy for global / multi-national organisations.

Proposals should include (cond.): Experience Experience of working in an OD consultant capacity will be invaluable. A sound understanding of the humanitarian sector would be an asset, as would experience in learning and development.   Submitting an Expression of Interest Please ensure you include the following information in your Expression of Interest: A brief personal statement that addresses your rationale for applying, and responds to the Essential Criteria. C.Vs/ personal profile of experts Examples of previous assignments that demonstrate your ability to undertake work of a similar nature to that of the panel you are applying. Names of two referees. Referees will not be contacted unless your proposal is taken forward

General information The Academy’s due diligence procedures include reference checks, organisational checks, and anti-terrorism vetting. All the Academy’s operations are subject to evaluation under its Learning and Development, Monitoring and Evaluation and Knowledge and Evidence strategies, with case studies created at the Academy’s discretion. All data collected or generated through the delivery of the Academy’s activities will be owned by the Academy unless otherwise agreed at the time of purchase. Papers, case studies and resources resulting from the Academy’s monitoring and evaluation work that relate to content purchased under this request for quotes will be made publically available unless otherwise agreed at the time of purchase.
