We are ready for success We are ready for success! Opportunities in the 2018 election and the 2019 Session for the State and Local Housing Trust Funds. Prepared for Florida ALHFA July, 2018 Statewide Annual Conference Jaimie Ross, Attorney at Law CEO Florida Housing Coalition ross@flhousing.org

Sadowski Coalition 31 Statewide organizations that includes Florida’s business and industry groups, such as Realtors, Florida Chamber of Commerce and AIF. Also includes Florida ALHFA

Diverse Statewide Coalition of Movers and Shakers

Sadowski Act- Florida’s Landmark Legislation Increased the documentary stamp tax and dedicated to state and local housing trust funds. Approximately 70% goes to LGTF: SHIP- distributed on population based formula. Approximately 30% goes to SHTF: SAIL (State Apartment Incentive Loan program) and other programs. Florida is now generating over $300 million in housing trust fund monies annually. But we’ve lost billions to the sweeps which began 15 years ago- causing the loss of an enormous amount of affordable housing.

Every County and Entitlement City receives SHIP

Florida 2030.org Florida Chamber Foundation All 67 counties engaged more than 10,000 Floridians in town hall conversations Lack of attainable housing, particularly for critical workers was universally identified as a crisis across the state

Why be optimistic about 2019 Session? No one needs to be convinced that we need more affordable housing- the crisis in reported daily in every newspaper Affordable housing is becoming a top tier issue for political candidates November election includes- new Governor, election of every member of the House and half the Senate- opportunity!!!

Sadowski Education Effort Florida’s Local Housing Finance Authorities are the primary funders for the professional communications and legislative affairs teams working to stop the sweeps.

Grassroots advocacy through nonprofit partners Facilitated by Florida Housing Coalition, with funding from JP Morgan Chase Currently working on candidate engagement and social media campaigns for effective messaging

Bill to Stop the Sweeps Stop the Sweeps Legislation SB 874 filed by Senator Kathleen Passidomo in 2018 session. Ready to be filed in November for the 2019 session.

Resources and Next Steps for You to Take: Florida’s Sadowski Housing Trust Fund Coalition http://www.sadowskicoalition.org/ Become a Sadowski Affiliate Meet with people who are running for office- volunteer your time, if possible, especially after August 28th primary. And meet with the winner right after the election! One person can make all the difference.
