Tim Bownes Engineering Director Port of Milford Haven Pembrokeshire Employers’ Engagement Project 28th September 2016
Why do we support this event? Core Responsibility Fits with our strategy Greater use of local contractors and suppliers Benefits everyone Focus must always be on safety
Port Health & Safety Strategy Core Responsibility Approval of contractors- safety is fundamental Subsidised independent accreditation scheme The Port uses a wide range of contractors who encounter a wide range of potential risks- consistency and high standards are a requirement CDM Regulations Beginning to use forms of contract which include safety as a KPI
Example of a recent project: Pembroke Port Mole Agenda Essentially a small breakwater in an exposed location Built around WW11 using concrete filled sandbags No foundations Undermined over time Structure continuing to deteriorate
Risks Agenda Falls from height Difficulty of access (people, plant and materials) Risk of collapse (various) Tidal inundation Soft ground Constraints on permanent work limits … plus commercial risks
Outcome Careful planning and collaboration ensured: Right contract conditions Work completed safely Well within budget Within timescale All parties happy
Conclusion All parties working together can ensure successful outcomes, even for difficult projects BUT Safety must always be at the top of the agenda
