The launch of new information resources needs to follow the same careful process as the development of any new product. How much time and money to be invested in the decision and development process is largely determined by the potential risk of a failure and the expected pay-back. The biggest mistake made in new product development is by jumping to product development before knowing what your audience wants. Expert AND end user research are critical. And NO BUSINESS MODEL.
