What is meant by a “significant pressure” Those pressures which, either alone, or in combination with other pressures prevent or put at risk the achievement of WFD Article 4(1) environmental objectives including the achievement of good status, the non-deterioration of status, the avoidance of a significant and sustained upward trend in pollution of groundwater and the achievement of objectives in WFD protected areas. This means that for the second RBMP, all water bodies which are below good status and are not expected to achieve good status in 2015 are at risk and MS are expected to identify significant pressures for them.

CSWD accompanying Commission’s 2012 report to European Parliament and Council concluded on PoMs: Often a poor level of detail reported on the planned measures Difficult to assess the extent of the actions And how effective measures would be in achieving WFD objectives Measures often not clearly linked to the pressures they were to tackle and how far they were expected to contribute to the achievement of the stated objectives.

What is a measure? Measure - any action which will be taken on the ground to help achieve Water Framework Directive objectives. Mechanism - the policy, legislation, financial tools and other relevant means which are used to bring about those actions. Mechanisms include, for example: licensing systems; legislation; economic instruments; codes of good practice; negotiated agreements; promotion of water efficiency; educational projects; research, development and demonstration projects.
