BUILDING EMERGENCY ACTION PLAN (BUILDING NAME) POC:____________ EP Sector Coordinator(s):___________ POC: is the person responsible for maintaining the BEAP and conducting departmental training.

Introduction BEAP required by OSHA Specifically developed for __________ Department BEAP is located at/in _________and is available to all building occupants BEAP is reviewed and tested annually Mouse-over topic icon for more information For example click on this icon to get to the Emergency Preparedness home page You must view in presentation mode for the hyperlinks to work.

Fire If you activate a fire alarm or a fire is discovered: Evacuate immediately. Using the posted evacuation route, evacuate to designated assembly point. Stay at the assembly point until released. DO NOT USE ELEVATORS!! Use the fire extinguisher for small fires The person activating the alarm should call 911 when safely away from the building Direct visitors or students to evacuate the building Assist individuals needing help during the evacuation Assembly points should be designated in the BEAP appropriate to the best evacuation routes for that area of the building.

Severe Weather Notification If available, NOAA weather radio located will alert during severe weather UTAlert will be activated if the NOAA tornado warning includes campus Thunderstorms – Campus does not issue thunderstorm warnings. Departments must monitor outdoor activities. Tornado Warning – gather personal items and shelter Close office doors upon exiting Direct visitors and students to shelter Assist individuals needing help moving to shelter Remain in shelter until released Shelter is normally bottom floor interior space If you have a NOAA radio. List the location and how the department shares weather information internally. List identified best available shelter locations for tornados

Medical Response Immediately contact the UTPD at 974-3111 or call 911 Send an available person outdoors to “flag down” EMS Provide first aid or CPR if a trained person is available AED location(s):________________ First Aid kit(s) are located________________

Active Shooter Fight – As a last resort Follow police instructions The decision between Run, Hide or Fight is based on your immediate situation. The appropriate response to the UTAlert issued to campus for most people is to barricade (hide) unless they have first hand knowledge of the shooter’s location. Run – If outside near the threat If indoors and have a clear exit away from the shooter Hide – Lock and barricade doors Turn off lights Turn off radios and computer monitors Silence your cell phone Fight – As a last resort Work as a group if possible Improvise weapons Commit to your actions Act with physical aggression Follow police instructions Make sure empty hands are in plain view

Hazardous Material Release If you become aware of a hazardous materials release inside the building: If safe to do so, contain the spill Secure the area Evacuate to designated assembly point Inform emergency responders of the location of spill Notify UTPD or dial 911 Notification UTAlert Local media NOAA weather radio Response Move inside immediately Close all windows and doors Turn off any local HVAC systems not controlled by Facilities If possible, enter an interior room and seal the room (doors, windows, and vents) with towels, plastic, or tape for further protection. Remain until released or evacuated by emergency personnel

Earthquake Earthquakes occur without warning Take immediate individual action Get under a desk or heavy table If a desk is not available, move into a hallway or stand against an inside wall. If outdoors, stay outdoors Once the shaking stops Gather valuables and exit the building. Evacuate to designated assembly point DO NOT USE ELEVATORS!! Use caution if you encounter downed power line or other hazards DO NOT RE-ENTER THE BUILDING!!

Potential hazards caused by outages Utility Outage Types of outages Potential hazards caused by outages Electric Water Telephone Steam or Gas Electric or chilled water Non-functioning safety devices like fume hoods. Dangers from tripping and injuries due to lights being out. Person(s) being trapped on elevators. Dangers of extreme heat and cold on employees. Inability to contact responders if an emergency occurs while telephones are out. Sanitation problems due to no water. Consider impact of a utility outage on research activities.

Bomb Threat/Suspicious Package You may become aware of a bomb threat by: Telephone Email Maintain an open phone line with caller if possible If directed, follow police orders to evacuate to designated assembly point. If you receive a suspicious package or letter: A suspicious package may include misspellings, wires, odor, wrong title, oily Don’t open, smell, or taste Treat as suspected Immediately call UTPD at 947-3111 or 911 for either situation!

Other Considerations Building Specific Response Procedures Special Equipment Emergency procedures for lab shutdown Building Contacts Internal Communications Provide assistance to people with functional needs If evacuating, direct visitors and students safely out of the building Accountability After all major campus-wide emergencies, self-report for tracking @ Reconnect.utk.edu or Emergency Safe Line @ 656-7233 Remain at the building assembly point until released Add details specific to operations in this building like specialized labs, common student/visitor gathering areas, how internal communication flows, and people known to need evacuation assistance.
