Partnership Working Great Western Route Modification

Not a Small project!!! A fully electrified line from London Paddington though to Bristol Parkway and through to Cardiff. When? Mostly at night Why? The licence issued to operate the railway stipulates that disruption should be kept to a minimum Why LA interested? Major Project with considerable disruption to line side neighbours and beyond over a number of years.

Why is Wiltshire Council Involved? We have over 30 mile of line on two separate routes 1 Station refurb, 14 road bridges, 3 footbridges, 2 aqueducts, 2 tunnels and 30 miles of piling both ways The work is NOISY and undertaken at night through the week, weekends and at holiday times. In order to control noise the contractor contractually tied in to apply for a section 61 Consent under Control of Pollution Act 1974

What is being done? De-vegetation along the line – 8 meters or up to boundary. Raising bridges and lowering track through tunnels, creates space for the Overhead Line Equipment (OLE) Foundations piles 1500 (Piled and concrete), erection of masts along the line to support the OLE Run the electric wires between the masts once erected Construction of Auto Transformer Feeding Sites (ATFS) Signalling Cables Temporary roads/Heightening of parapets

High Output Plant System (HOPS)

Rail Road Vehicles

Bridge Demolition

Corsham Footbridge Time lapse

Problems Inconsistent (L.A. And App) Council inundated with applications (Murphys, Hoctief/Amey/URS, Bam Nuttal, ABC,Babcock) Inconsistent (L.A. And App) Time consuming Lack noise expertise Poor standard Noisy work

What the group did? First Meeting 2014 What did we want to achieve? Collectively raise the standards and accuracy of Sect 61 Pool resources, knowledge, expertise (save time/money) Who we wanted to attend (L.A’s, Network Rail, contractors,) Frequency of meetings (Quarterly) Minutes and actions (important) Site meetings “HOOB” Consistency of actions across region

Partnership Working Bath and North East Somerset Bristol City South Gloucestershire Wiltshire Swindon Consistent Section 61 applications Network Rail All contractors follow Rolled out Nationally as Best practice by Network Rail

Application process Submitted on a Risk Basis Outcome 1 Outcome 2 Submitted on a Risk Basis (1 night disruption), limited noise implications Only NOTIFICATION (Follow the process) Consistent Content Council does not have to produce a consent Greater than one night disruption, significant work FULL SUBMISSION of application for Section 61 Consent (site meeting) Consistent Content Council produce and issue a Consent

Content Duration of the consent The permissible construction hours Control measures (Generic and Specific Control measures) Noise management/communication (training, telephone hot line, letter drop x 2, door to door, complaints investigated, Noise monitoring programme (Action levels in BS 5228 2009) Maps of all noise sensitive locations (Red/Amber/Green) Flexibility (Christmas eve)

Box Tunnel Biggest project on the line Blockade summer 2015 for 6 weeks Lowered the track 600 mm over 4 miles between tunnels Working 24/7/ 7 days Be prepared for an unexpected meeting!!!!

Vulnerable Populations Success of the process Real Time monitoring Triggered meetings for consecutive breaches within 48 hrs Focuses the contractor

Christmas Eve Saved

Overhead Line Equipment (OLE)

Lessons Learnt Train journey along the route gives you a better idea to the vulnerable receptors line side Piles can be closely located and have supporting piles Contractors not following the conditions of the section 61 Simplify the key specific information as part of a whiteboard talk Competency of monitoring Charging for Council Work Communication strategy is key and manages expectations Importance Review / version 2 Re writing the section 61 format for ease of use and understanding
