California Prison Overcrowding Reduction Plan and Impact Prior to 2011, there were 163,000 inmates serving time in California prisons. Prop 109 (Realignment) reduced that population to 144,00 in 2012. Recent Court decisions require the population be reduced to 110,00 by February 24, 2014 or 137% of capacity. Governor Jerry Brown is trying to find a remedy to avoid 10,000 additional inmates from being released into our communities. 88% have violent or serious convictions such as homicide and kidnapping, yet 44% of those are identified as low-risk to re-offend. 75% of those serving time for non-serious offenses (drugs & property crimes) are rated as high-risk to re-offend.
