PROPOSAL FOR THE IV SUMMIT OF THE AMERICAS DECLARATION A COMPREHENSIVE FRAMEWORK FOR RURAL AND AGRICULTURAL DEVELOPMENT, TO PROMOTE INVESTMENT, JOB CREATION AND RURAL PROSPERITY, AS A CONTRIBUTION TO THE OBJECTIVES DEFINED IN PARAGRAPHS 1, 2 AND 3 OF THIS DECLARATION. PLAN OF ACTION WE SHALL PROMOTE COMPREHENSIVE NATIONAL POLICIES AND STRATEGIES FOR AGRICULTURE THAT WILL ENCOURAGE AGRICULTURAL TRADE, INVESTMENTS IN THE RURAL MILIEU TO CONTRIBUTE TO ITS SUSTAINABLE DEVELOPMENT, THE CREATION OF JOBS AND THE IMPROVEMENT OF LIVING CONDITIONS IN RURAL COMMUNITIES, AND AGRICULTURAL PRODUCTION BASED ON PRINCIPLES OF AGRICULTURAL HEALTH AND FOOD SAFETY.
