Veterans Benefit Act Passed by Congress in 2003 Established a procurement programs for Service Disable Veterans Owned Small Business Concerns (SDVOBC) Provided procuring agencies with authority to sit money aside for exclusive competition amongst (SDVOBC) Authority to make sole source awards to (SDVOBC)
Program Eligibilty Business must be small according to Small Business Administration (SBA) standards Veteran must own 51% Veteran must have service related disability determined by DOD or DVA Veteran must control the management and daily operations Veteran must hold the highest officer position within the company
Veteran Procurement Goals Every government purchase valued from $3500 to $150,000 is automatically set aside for small business as long as there are talent two companies that can provide the product or service 23% of prime contracts for small businesses 5% of prime and subcontracts for women-owned small businesses 5% of prime contracts and subcontracts for Small Disadvantaged Businesses 3% of prime contracts and subcontracts for Historically Underutilized Business Zones(HUBZone) 3% of prime and subcontracts for service-disabled veteran-owned small businesses
