Commission assessments Monitoring programmes MS monitoring programmes (Art. 11) reported Oct. 2014-Mar. 2016 (missing EL report) Art. 12 assessment due by end of year Programmes of Measures MS Programmes of Measures (Art. 13) and exceptions (Art. 14) reporting: March 2016 – ongoing Art 16 assessment started Expect assessments for 6-8 MS by end 2016 Links to WFD assessments (2016 reports) Late reporting/assessments under WFD limits use for MSFD, especially for eutrophication and contaminants (D5, D8) Possible reuse of WFD reports: for reporting on D5 (eutrophication) and D8 (contaminants), EEA will explore how to extract relevant MS reports for Coastal Waters to 'prefill' the MSFD reporting (xml files) – it would then be for each MS to decide whether to use the WFD report without change, to amend it (e.g. with updated data) or to not use it, but provide an MSFD-specific report – MS remain in control of what is reported for MSFD purposes, but we aim to make reuse an easy option. PRACTICALITIES to be discussed with MS. A similar 'prefilling' will be offered for RSC regional indicator assessments (i.e. from the 2017 roof reports being prepared (HELCOM HOLAS II, OSPAR Intermediate Assessment 2017) DG ENV
