In every occupied building or structure, means of egress from all parts of the building shall be maintained free and unobstructed. No lock or fastening shall be permitted that prevents free escape from the inside of any building other than in health care occupancies and detention and correctional occupancies where staff are continually on duty and effective provisions are made to remove occupants in case of fire or other emergency. Basic Mechanical Locking Requirements LOUISIANA DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONS OFFICE OF STATE FIRE MARSHAL, CODE ENFORCEMENT AND BUILDING SAFETY Basic Mechanical Locking Requirements Core Chapter Requirements Ensure occupants can ALWAYS exit the building in an emergency, without delay. 7.2.1.5 Locks, Latches, and Alarm Devices. Doors shall be arranged to be opened readily from the egress side whenever the building is occupied. Locks, if provided, shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side.

Exception No. 2: Exterior doors shall be permitted to have key-operated locks from the egress side, provided that the following criteria are met: (a) Permission to use this exception is provided in Chapters 12 through 42 for the specific occupancy. (b) On or adjacent to the door, there is a readily visible, durable sign in letters not less than 1 in. (2.5 cm) high on a contrasting background that reads as follows: THIS DOOR TO REMAIN UNLOCKED WHEN THE BUILDING IS OCCUPIED

(d) A key is immediately available to any occupant inside the building when it is locked. Exception No. 2 shall be permitted to be revoked by the authority having jurisdiction for cause. Exception No. 3: Where permitted in Chapters 12 through 42, key operation shall be permitted, provided that the key cannot be removed when the door is locked from the side from which egress is to be made.

Such automatic release shall be actuated with the initiation of the building fire alarm system. 7.2.1.5.3 If a stair enclosure allows access to the roof of the building, the door to the roof either shall be kept locked or shall allow re-entry from the roof.

Devices that depend on the release of one door before the other shall not be used.

Any door in a required means of egress from an area having an occupant load of 100 or more persons shall be permitted to be provided with a latch or lock only if the latch or lock is panic hardware or fire exit hardware complying with 7.2.1.7. 12.2.2.2.4 Delayed-egress locks complying with 7.2.1.6.1 shall be permitted on doors other than main entrance/exit doors. 12.2.2.2.5 Doors in the means of egress shall be permitted to be equipped with an approved access control system complying with 7.2.1.6.2. Doors shall not be locked from the egress side when the assembly occupancy is occupied. (See 7.2.1.1.3.)

Any door in a required means of egress from an area having an occupant load of 100 or more persons shall be permitted to be provided with a latch or lock only if the latch or lock is panic hardware or fire exit hardware complying with 7.2.1.7. 14.2.2.2.3 Special locking arrangements complying with 7.2.1.6 shall be permitted.

Any door in a required means of egress from an area having an occupant load of 100 or more persons shall be permitted to be provided with a latch or lock only if the latch or lock is panic hardware or fire exit hardware complying with 7.2.1.7. 16.2.2.2.3 Special locking arrangements complying with 7.2.1.6 shall be permitted. 16.2.2.2.4* Closet Doors. Every closet door latch shall be such that clients can open the door from inside the closet. 16.2.2.2.5 Bathroom Doors. Every bathroom door lock shall be designed to allow opening of the locked door from the outside in an emergency. The opening device shall be readily accessible to the staff.

Keyed locking arrangements complying with the exceptions of this section shall be permitted. 18.2.2.2.4 Doors within a required means of egress shall not be equipped with a latch or lock that requires the use of a tool or key from the egress side. Exception No. 1: Door-locking arrangements without delayed egress shall be permitted in health care occupancies, or portions of health care occupancies, where the clinical needs of the patients require specialized security measures for their safety, provided that staff can readily unlock such doors at all times. (See 18.1.1.1.5 and 18.2.2.2.5.) Exception No. 2*: Delayed-egress locks complying with 7.2.1.6.1 shall be permitted, provided that not more than one such device is located in any egress path. Exception No. 3: Access-controlled egress doors complying with 7.2.1.6.2 shall be permitted.

Such exit access shall not require the use of a key, tool, special knowledge, or special effort.

NFPA 101:7.2.1.6.1 Allowed only where permitted by the Occupancy Chapters (12 thru 42) Allowed only in buildings with approved Smoke/Fire Detection Systems or Supervised Sprinkler systems Doors shall unlock on actuation of detection system or sprinkler system Doors shall unlock on loss of power to the lock or the lock controlling mechanism An irreversible process shall release the lock within 15 seconds upon application of a force to the release device that shall not be required to exceed 15 lbf nor be required to be continuously applied for more than 3 seconds. The initiation of the release process shall activate an audible signal in the vicinity of the door. Once the door lock has been released, relocking shall be by manual means only. Compliant signage is required adjacent to door that reads, PUSH UNTIL ALARM SOUNDS DOOR CAN BE OPENED IN 15 SECONDS NFPA 101:7.9.1.1(4) requires emergency lighting at the locked door.

Unlocks by an approved sensor that detects an approaching occupant on the egress side of the door. Doors shall unlock on loss of power to the sensor and/or on loss of power to the access control system that locks the doors. Unlocks by manual release button on wall adjacent to the door. Button to be readily accessible and clearly identified with signage that reads: PUSH TO EXIT Doors shall remain unlocked for at least 30 seconds. Unlock on activation of building fire protective signaling system, if provided, any smoke/fire detection system, and/or sprinkler system , if provided. Doors to remain unlocked until protective system is reset.

Submittal to include: Completed REQUEST FOR EXEMPTION form $20.00 fee Description of how the system will work Manufacturers specification sheets for all system components. Contractors license shall be appropriate to the fire alarm system being connected.

Locked doors not in direct view of the remote release station shall have a manual mechanical means of unlocking the door.
