FSI WORLDWIDE ETHICAL MANPOWER PROVISION (EMP)

FSI WORLDWIDE ETHICAL MANPOWER PROVISION (EMP) FSI a Socially Entrepreneurial Organisation addressing Bonded Labour through Ethical Manpower Provision (EMP) FSI and EMP was born in Iraq in 2006. Experience of serious corruption associated with the recruitment of ‘Gurkhas’ into the Security Industry. FSI was set up to protect Gurkhas but now rolling out EMP to other Industries from FSI Offices in Nepal, Kenya, India, and in JV with Marie Apostol from the Philippines

THE REALITY OF EMP Realities of engaging in EMP Understand the commercials Benefits to the employer Productive, happy workers are MORE PRODUCTIVE Attrition – costs Reputation and PR Finance, investors, consumers Positive image New executive order Strengthen FAR Leverage to encourage ethical recruitment

FSI WORLDWIDE ETHICAL MANPOWER PROVISION (EMP) Our strategy for growth is to demonstrate across multiple industries and to multiple stakeholders that EMP is smart business morally and commercially. The realities of Ethical recruitment – true cost and savings Large capital project study in middle east Data and metric collation for comparative study Large NGO backed pilot project to demonstrate: If contractors invest in their workforce through ethical recruitment, appropriate training and best practice then they will realise enhanced workforce productivity and therefore bottom line benefits. Freedom matters. FSI’s UK charity focused on Rescue, rehabilitation and vocational training of child victims of human trafficking Education and training of migrant workers vulnerable to exploitation

THE SOLUTION - EMP Provision of the right people with the right training and experience for the role through a process which ensures their quality and protection. FSI achieve this In house ownership of the entire recruitment and management process. Legal, financial and operational control. No subcontracting, no agents. Regular auditing of the recruitment process and zero tolerance of any form of corruption. Cultural sensitivity, local knowledge and influence Winning the Hearts and Minds of the communities through Respect, Protection, Fairness and CSR Projects

THE SOLUTION - EMP INSIST - INVEST - INSPECT FSI operates at the highest level of international standards for recruitment and management of personnel Never charge for recruitment even when provision exits in a country’s legal framework to do so – if a company is not paying recruitment fees then the candidate is Employing the right people in the recruitment and welfare offices and as Project Managers The right people with the right remuneration running recruitment – People selected on their integrity and ethical background. The Right Management on the project. Professional and ethical managers who embrace the importance of Investing in People vs exploitation

UN GLOBAL COMPACT CASE STUDY Large and sensitive contract in Afghanistan FSI asked to undertake detailed audit of the incumbent guard force Discovered widespread corruption and project infiltration, which had directly lead to a murder back in Nepal Need to remove the corrupt elements and break the hold of the malevolent manpower company FSI managed to reemploy personnel once they had broken the ties with the manpower company.

TOOLKIT FOR COMPANIES TO RECRUIT MIGRANT WORKERS INSIST - Resolute Corporate Policy that insists on zero corruption and a commitment to breaking through the Agents’ façade INVEST - The right People - Invest in high quality, well trained people within your recruitment network and remunerate them appropriately INSPECT - Policing of Recruitment Infrastructure Moles, Interviews, audit, constant management Through Life Management and Protection
