PUD Agreement Adoption PUD Agreement adopted May 2, 2000 Construct a single-phase, 216-unit multi-family development consisting within 14 buildings.
REQUEST # 1: Change the name of the project to “Residences at Pine Lakes” Staff has researched and found no existing plat or Florida Corporation with the name within Flagler County that would cause confusion.
REQUEST # 2: Construct 2 buildings for condominium units as a second phase of development. REQUEST # 3: Allow a 3 year time extension for a second phase of development The completion of the 2 buildings should not have a negative impact on the surrounding property owners or on the City’s infrastructure. Allowing 3 years extension provides the time needed for the permit and construction process
Infrastructure is in place REQUEST # 4: Convert the existing apartment units to condominium units after December 31, 2010 Infrastructure is in place Language in PUD Agreement provides for compliance with provisions of the Florida Building Code(s) as required, adopted by the City
Consistency with Comprehensive Plan Although the applicant is requesting a change from apartment to condominium, they are considered multi-family development and is consistent with several policies. Limited number of Condominium units located on the northwest side of I-95. Criteria for multi-family residential zoning districts (roads, utilities, school, Parks).
Recommended Action: The Planning and Land Development regulation Board recommend to City Council approval of the modifications to the Palm Coast Apartment PUD Agreement.
