Overview Transportation Process Common Issues USAF FMS POCs Questions
Transportation Process DD250 accepted by DCMA Shipping Information Request (SIR) submitted by Vendor DCMA works SIRS requests according to Delivery Term Code (DTC) and then send shipping instructions back to Vendor FMS requisitions The delivery term code in the requisition is used to determine how the shipment will be processed Delivery Term Code 2 (position 5) is stateside delivery Delivery Term Code 4, 5, 8 requires a Notice of Availability (NOA*) Delivery Term Code 9 means it goes Defense Transportation System (DTS) *NOA tells the Freight Forwarder (FF) the material is ready for movement and waiting for shipping instructions from the FF
Common Issues SIR information Most issues are worked using SIR number therefore it’s always beneficial to provide number to USAF transportation POC Currently not contractually required Ship In Place (SIP) Frequently completes USAF documentation Bills user before assets ship User could initiate Supply Discrepancy Report (SDR) for non- receipt of assets Assets sit at Vendors and lose valuable shelf life Potential loss of visibility of assets stored at Vendor’s facility USAF process does not allow SIP w/o SIR number being provided
Common Issues (cont) Timelines for shipments can vary DTC Port availability Country Vessel and/or Pilot Pick-Up (PPU) availability Transportation Plans Sanctions Freight Forwarder Most can’t accept CAD/PAD due to explosive nature
