Groundbreaking 1973, as cornerstone of Charles Center project to revitalize downtown and inner harbor baltimore. The MPA stated that it was “symbolic of the thousands of ships which had made it possible, the building’s angled facades will loom like a gigantic prow over the waters of the port it serves.”

WTC incorporates the public with its observation deck on the 27th floor, “Top of the World” which includes a restaurant, exhibits, and great view of inner harbor, federal hill, fort mchenry, fells point and all of their attractions

By putting an observation deck on the top floor and keeping the atrium ground level completely open, the structure invites the viewer to both experience the view of the structure and the view from it.
