The Survey: period and sample Sample total: 58, companies/organisations: 21 Groups of interests: projectmanagement and sales-department of eprocurement solutions and organisations for public procurement Conutries participated: Switzerland, France, Sweden, Spain, Portugal Goal: evaluation of the status quo of eprocurement solutions regarding eTendering development 2

Evaluation 2009/2010 Conclusio: The success of eTendering is depending on national directives! In 3 from 5 countries (Sweden, Portugal, France) the use of eTendering is already mandatory. Due to these national directives following development can be emphasized: 58% of all tender specifications are downloaded directly from the platform The number of procedures with electronic submission increased in all countries (75%)‏ 74% of the solutions already use online-options for supporting the tender submission Acceptance of e-tendering solutions highly increased in every country (90%)‏ 67% of the solutions are operating with the qualified electronic signature 3

The success of eTendering is depending on national directives! The mentioned eTendering obstacles are: harmonisation of national etendering processes creation of user friendly software and suspected security risks lack of demand and understanding for new technologies technical aspects (slow internet-connection, use of electronic documents and electronic signature, instable platforms) little acceptance from contracting auhtorities and suppliers The mentioned eTendering triggers are: Fast process (use of electronic media) simplification and low cost of the procedures (without material/paper) legal obligations – most named in countries, where eTendering is mandatory! economical efficiency a lot of marketing and communication efforts for promoting fast acceptance from contracting auhtorities and suppliers – they now realize the benefits of etendering! 4
