The MSHA Mission “to prevent death, illness, and injury from mining and promote safe and healthful workplaces for U.S. miners”

A Shared Objective Safety is: Efficiency Profitability The right thing to do President Trump and Secretary of Labor Acosta are committed to mine safety and health. Let’s work together to reach the next level. Most operators are responsible and want to do the right thing. For one thing, it makes business sense. My safest mines were always the most profitable.

MSHA’s Tools Fair and Consistent Enforcement - mandated inspections (2s and 4s) are core responsibility Education and Training Compliance and Technical Assistance Technological Innovation – working with operators, manufacturers and NIOSH MSHA will use all tools available to advance its mission.

ALL MINING REPORTABLE INJURY RATES 2008-2017 *The all injury rate represents the number of reportable injuries per 200,000 exposure hours. NOTE: State employment data reflects operator employment only (contractors do not report employment by state). Therefore, state data only includes operators, while National data includes both operators and contractors. Data as of January 26, 2018.

Powered Haulage Safety 2017 Nationwide: 4 fatalities from large vehicles hitting smaller vehicles Since 2003: 23 such fatalities – Unacceptable! Proximity Detection for surface mines

Seat Belt Safety 2017 Nationwide: 3 fatalities where workers were not wearing seat belts In two of last year’s fatalities, the victims were not wearing seatbelts. This is not acceptable. Seat belts are mandatory. We will encourage operators and manufacturers to find ways to necessitate seat belt usage before operating vehicles.

Rulemaking Update Workplace exams for Metal and Nonmetal Diesel exhaust POV Proximity detection rule in full effect March 16 Retrospective review of dust rule Silica and dust standards General status of rules. Cannot go into detail at this time. Dust - 98% of mine samples and 99% of MSHA samples are within limits. No plans or expectations to diminish. We were obligated to take a retrospective study per the original 2014 rule.

Compliance Assistance Program CAP is a voluntary program Will continue as long as operators want it and MSHA has available resources We are considering improvements
