Authority decision on CAP086 –Implementation Dates Emma Carr 25th August 2005

Introduction CAP086 B has been approved What does this mean? Procedural questions Original proposal = In the current baseline Implementation dates are not consulted upon until the final stage of the process, when NG has drafted the Amendment report. Only 5 working days. Therefore no allowing enough time for full consideration and identification of potential issues. Proposal – implementation dates as part of the Amendment Consultation Amendment A = Eon – once consultation had close NGC would consider all deliberation and recommend 1 date in the report Amendment B = BGT – if different dates, NG and Users Panel must decide upon a implementation date Authority decision = B

What does this mean? Implementation dates must be proposed by National Grid in the Consultation Document and views requested (Clause 8.19. 3 b) 8.19.3.b also states any Working Group Alternative dates should be consulted upon Hence implementation dates are now an issue for Working Groups to consider (terms of reference) Panel will have responsibility for proposing an implementation date prior to submission to the Authority, if disparity between the views of NG and the industry (Clause 8.20.2 g) There is a need to find a mechanism to determine the Panel’s recommended implementation date, when necessary
