What Questions do we need to ask/ further information do we need to have? We would like ECM members to reflect on the inputs on Health and think about what we know is/ isn’t happening; where they feel the gaps are (a bit of a mapping exercise), where they think barriers exist- either to access or support for CYP&F or barriers for support services. It would be great if members could think about what opportunities exist for potential project development/ promotion of services, etc and then to ask questions that we could pose- to commissioners, existing projects, etc

Local safeguarding children’s board consultation Driver for change is that LSCB’s have been underperforming in many Local Authority areas It is an opportunity to join up better Opportunity for local boards to be creative and bold I was going to set the context for the consultation- recent legislative changes that haven’t taken effect yet, etc

LSCB consultation: structure/ membership Local Safeguarding Board to Local Safeguarding Partners The overall role of the LSCB is to coordinate local work to safeguard and promote the welfare of children and to ensure the effectiveness of what the member organisations do Individually and together. Children and Social Work Act 2017 Proposed that a new model to ensure collective accountability across local authorities, police and health Current membership in Sefton: Independent Chair Local Authority Health Criminal Justice Education VCF Other Lay Members Proposed Statutory Partners Local Authority Health Police Providing a bit of detail about the structure and membership of the current Sefton LSCB and highlight some of the major changes with the legislation changes - Apart from recommending that the 3 agencies work in partnership, there is little to no guidance as to how they should do this and how they include other sectors

The Act places a duty on those partners to make arrangements for themselves and relevant agencies they deem appropriate, to work together for the purpose of safeguarding and promoting the welfare of children in their area The plan is to lead members through a SWOT analysis of the proposed structure/membership change- thinking about Sefton, the changes locally within the Local Authority, CCGs, the decreasing budgets, impact of issues such as Welfare reform/ Universal Credit, changes in key link personnel,etc

Model options going forward from April 2019 Sefton LSCB and Business function with Independent Chair or other form of peer scrutiny Other arrangement? Benefits and Risks Establish a Pan Merseyside Safeguarding Board, with local executive arrangements Terminate the LSCB. Key Partners form their own arrangements These are 3 options that the current LSCB board developed as a result of a development morning held with a wide group of partners. What would be useful would be for members to look at each of the models and note the benefits and risks of each. There is also room for members to develop their proposals for their own model.
