HAND Program What is the HAND program? Funding Source Utilized: Provides with financial assistance to those who are homeless or at risk of becoming homeless. Rent, Mortgage, Utilities, Security Deposits, Legal Assistance and Credit Counseling. Funding Source Utilized: Emergency Shelter Grant (ESG) – match required. HOME Investment Partnership program

Individual or family currently homeless or in housing, but at risk of becoming homeless. Proof of Court Filed Eviction Notice. Legal Assistance (Legal Services) Utilities (CAHSD , Sal Army and housing providers) Housing: Disaster victims (American Red Cross-not a HAND Provider) Families with disabled member (Camillus House, Citrus Health Housing Center and CAHSD) Jail/Hospital Discharges (Miami Outreach) Youth aging out of foster care (Our Kids) Domestic Violence (CVAC) Homeless (Outreach and Homeless Providers) Veterans (Advocate and Carrfour) General Population (CAA) (Citrus Health Housing Center) Household screened for initial eligibility. Provided info on documentation needed and housing locator website. Provider collects documentation and submits documentation of eligible families to Citrus. Individual household info entered into CHN database. CHN screens for duplicate applications. Households that need long term assistance beyond this program are referred or placed on waiting lists for long term assistance while in this program. Citrus reviews for eligibility and documentation. Also verifies status of vendor. Reviews trends indicating possible fraud. As applicable, Citrus completes housing inspection and rent reasonableness study. Citrus provides notice of approval to provider to communicate to applicant and landlord. Citrus issues check to vendor. Emergency checks are delivered by courier. Providers submit monthly invoice indicating units of service provided. Citrus submits monthly invoice and monthly report to Homeless Trust. Citrus makes payments to providers on monthly basis. Individual household info entered into HMIS. Provider case manager makes monthly contact and conducts 3 month re-assessment as applicable for persons that continue to receive assistance. HAND Advisory Council reviews program outcomes and procedures on a monthly/quarterly basis.

Criteria for Rental Assitance Criteria for Rental Assistance: Private landlord with apartments or residential motel units available. Room occupancy within a house is not allowed. Apartments must not receive any other local or federal assistance such as Section 8 Vouchers. Except for clients requesting only security deposit; Rent must be reasonable; Rent must be affordable to the household’s current income or potential income; If applicant is moving to a new unit, the following apply: Visual inspection of C.O. Completion of housing inspection Lead based paint inspection for units with pregnant women or children under the age of 6 years old.

Required Documentation Proof of homelessness (referral from outreach or homeless program) or at risk of homelessness (court eviction filled); Copy of ID; Proof of Income; Bank statement(s); If at risk of homelessness, the following will also be required. Copy of lease with name of applicant listed and properly executed; The household will also need to provide the names of all of the household members and the landlord’s address and phone number. If utility assistance is being requested, the following will be required. Copy of utility bills.

Assistance Provided – Rapid Rehousing Utilities – Electricity, water and sewer, garbage, propane gas. Excludes telephone and cable bills. Maximum amount $500. Moving and Storage – Maximum amount $500. 30% - 50% Above AMI Rental Assistance – First, Last, Second & Third months) – Only 75% of second and third month is paid. Below 30% AMI Rental Assistance – Initial assistance of up to 7 months’ rent. The amount of assistance declines within the 7 month period to encourage household to increase income and prepare them for financial independence.

Assistance Provided – Homeless Prevention Utilities – Electricity, water and sewer, garbage, propane gas. Excludes telephone and cable bills. Maximum amount $500. Moving and Storage – Maximum amount $500. If moving to a new place: Rental Assistance and Security Deposit – First, Second, Third (50%), Last, and Security Deposit; If staying in existing apartment: Up to 4 months of rent in arrears One month at 50% of assistance Household must be below 30% of AMI. Month: 1st 2nd 3rd Last Tenant Share 0% 50% HAND Program Share 100% Rental Amount $910.00 HAND Program Pays $455.00 Tenant Pays $0.00

HOPWA - STRMU Program Short Term Rental, Mortgage, and Utility Assistance Program STRMU is a time-limited, need-based housing assistance to prevent homelessness and increase housing stability of individuals experiencing a financial crisis as a result of issues arising from their HIV or AIDS condition. Must have a current lease or mortgage; Must be expected to achieve housing stability at the end of the STRMU assistance; Assistance may be provided for up to 21 weeks in any 52-week period; Recipient must commit to a Housing Stability Plan as well as access to medical treatment and related support services.

Client Eligibility Client Eligibility Diagnosed with HIV/AIDS; Household income does not exceed 80% of area median income (AMI); Currently housed; At-risk of homelessness; Not in foreclosure proceedings; Not receiving housing assistance from another source; Has citizenship or lawful immigration status; and Not otherwise precluded from participation due to criminal history (i.e. violent criminal activity) or prior termination from any other HOPWA-funded program (local).

Eligible Forms of Assistance Eligible forms of STRMU assistance Rent, including late fees and back rent if, in the event of non-payment, the applicant is at risk of eviction or loss of housing; Mortgage payments, including payments in arrears and late fees (no more than 4 months of mortgage in arrears). Utility payments for electricity, water and sewer, and gas but not telephone. There is no cap on assistance. Rental assistance under STRMU is not limited by HUD’s Fair Market Rents.

Ineligible Forms of Assistance Ineligible forms of STRMU assistance Telephone or cellphone bills; Security deposits and first month’s rent; Other moving expenses; Taxes, insurance, condominium, maintenance and other fees that are not built into the mortgage payment; Payments toward open lines of credit secured against the applicant’s residential property, as well as other loans or credits debts that may be secured by the property; Financial (cash) assistance; or Vehicle repair or maintenance.

Other Considerations Client Contribution toward Housing Costs Regs. do not require STRMU clients to pay a portion of their housing costs for which they are seeking assistance. Payments to Third Parties Only STRMU assistance must be paid directly to the landlord, mortgagor, and/or utility companies. Assistance is not paid directly to the client. Renting from a Family Member Is not allowed unless the City determines that approving the assistance would provide reasonable accommodation for a household member who is a person with disabilities.
