Election System Modernization SOS IRIS: SOS Integrated Reporting & Integrity System New Mexico Secretary of State’s Office 10/23/2013

Background – Election Division Constitutional and statutory obligation to administer statewide elections which include supporting the 33 county clerk offices and providing them with resources to conduct elections including: Statewide voter registration system Statewide tabulation equipment Ballots – pre-printed or poll site ballot printing systems Results tallying and canvassing Election supplies and forms

Business Problem Large number of disparate election systems and vendors Large number of manual processes for data sharing between county clerks, SOS, and election vendors Increasing election costs and budget shortfall annually Significant reliance on vendor support with low customer satisfaction Inflexible COTS software with expensive enhancement costs & inflexible software release dates Limitations in current systems to canvass results due to the adoption of voting convenience centers in many counties

Current State: 2004 - Today

Proposed Solution: SOS IRIS The scope of the project is to implement a statewide election management system that will integrate ALL processes and systems utilized by the SOS and county clerks during the election cycle including candidate filing, voter registration, results reporting, ballot creation, and tabulator programming. SOS IRIS will replace the current statewide Voter Registration and Election Management System (VREMS) and additional obsolete election related software components and allow for seamless transition between candidate data, ballot preparation, ballot on demand data, election results reporting, and electronic canvassing for counties and the state. Adopt an existing, proven system from South Dakota which can be customized to meet New Mexico’s election laws and processes ensuring accurate and auditable election results for the SOS and all 33 county clerk offices.

Benefits of SOS IRIS Improved efficiency – automate time consuming and error prone manual processes and improve integration between election systems. Reduced costs – reduce reliance on costly software systems that do not adequately meet NM election requirements (Approximately $900K in savings per year). Establish standardization and uniformity in critical election administration areas. Improved customer satisfaction – Reduce reliance on commercial products that are not prone to integration by implementing a more custom, agile system that meets the requirements of the SOS and the county clerks.
