Proposed MIWP action on INSPIRE & Copernicus Michael Lutz 5th MIG meeting, Brussels 30 November – 1 December 2016

INSPIRE & Copernicus Possible synergies INSPIRE technical framework for interoperable sharing of spatial data can be reused by Copernicus services to connect their products to the INSPIRE infrastructure In the future, Copernicus can connect to and benefit from the INSPIRE infrastructure by providing their data products conformant with the technical standards suggested and developed by INSPIRE Main beneficiaries would be the potential Copernicus users

INSPIRE & Copernicus Several issues are emerging, but need to be better understood, e.g. shared terminology requirements to ensure the linkage of the INSPIRE and Copernicus infrastructures (or portals) feasibility of a common grid system to be used in INSPIRE and Copernicus common rules for encoding and sharing of coverages relevance and applicability of INSPIRE standards and specifications in Copernicus data exchange; the integration of INSPIRE services in CORDA (Copernicus Reference Access Data); user requirements of Copernicus products and services towards INSPIRE (as a European use case)

Organisational set-up This action is carried out by a joint INSPIRE- Copernicus group including experts from DG ENV, DG GROW, the Copernicus entrusted entities (ESA, EUMETSAT, JRC, EEA, ECMWF, Mercator Océan, FRONTEX, EMSA and the European Satellite Center) and interested Member States 2-3 workshops will be organised (one kick-off meeting, one final meeting and a possible interim meeting) to facilitate the discussions. Tasks Tasks Identify and liaise with relevant Copernicus stakeholders Develop a common terminology Collect, analyse and prioritise issues and possible synergies Propose concrete follow-up actions Identify INSPIRE standards and specifications relevant to Copernicus products and services and their respective effect on these Investigate compliance with relevant INSPIRE standards, analyse their practicality for Copernicus and recommend respective amendments of INSPIRE standards Outcomes Common terminology (incl. mapping to INSPIRE- and Copernicus-specific terms) Prioritised list of issues and synergies Detailed follow-up actions for inclusion in the INSPIRE and Copernicus work programmes
