AER daļa primāro energoresursu patēriņa bilancē Latvija ar vietējiem energoresursiem pašlaik var nodrošināt nedaudz mazāk kā trešdaļu no nepieciešamā enerģijas pieprasījuma. Viens no valsts enerģētikas politikas mērķiem - panākt energoapgādes drošumu un nepieciešamo resursu pieejamību - veicinot piegāžu dažādošanu, kā arī palielinot AER efektīvu izmantošanu. Saskaņā ar EK iniciatīvām Latvijai līdz 2020.gadam būs jāpalielina AER īpatsvars enerģijas gala patēriņā aptuveni par 7% (salīdzinājumā ar 2005.gada līmeni). Galvenokārt Latvijā tiek izmantota koksne un hidroresursi, mazākā mērā - vēja enerģija, biogāze, salmi. Augošas ekonomikas apstākļos AER nevar pilnībā aizstāt enerģijas importu. Dabisks šķērslis plašākai AER izmantošanai ir ražotās enerģijas augstā cena. Primāro energoresursu bilancē patēriņa struktūra ir diezgan līdzīga. Lielākās atšķirības ir ogļu un biomasas izmantošanā, atšķirības vērojamas arī dabas gāzes izmantošanā, Latvijā pilnībā neizmanto kodolenerģiju, bet kas ir īpaši būtiski – vairāk tiek izmantoti AER.

AER potenciāla raksturojums Pašreiz primāro energoresursu patēriņa līmenis ir aptuveni 204 PJ (2007, CSP), salīdzinot ar 2006.gadu, tas audzis aptuveni par 5 PJ. Latvijā ir ievērojams AER potenciāls un ir iespējami dažādi attīstības scenāriji, taču fosilo resursu cenu tirgus cenu pieaugums un to iespējamie ierobežojumi ir kompensējami ar attaisnojamu AER palielināšanu, piemēram: palielinot AER izmantošanu enerģijas ražošanai koģenerācijas procesā un izmantojot vairāk vietējo biomasu; AER dažādošana, samērojot vides un lauksaimniecības u.c. nozaru intereses; investējot inovatīvu tehnoloģiju jomā, kas ļauj efektīvāk esošos AER; t.sk. neizslēdzot tirgus liberalizācijas iespējas un līdz ar to pieeju lētākai enerģijai un nodrošinot lielāku fleksibilitāti - iespējas enerģijas kompensācijai ierobežotas AER ražotās enerģijas pieejamības apstākļos.
