EMAC Public Health Mission Ready Packages Project Update January 11, 2017

What Is a Mission Ready Package (MRP)? Specific response and recovery resource capabilities that are organized, developed, trained, and exercised prior to an emergency or disaster. Based on NIMS resource typing. Mission description and capability. Estimated mission costs. Footprint, limiting factors, and logistical support requirements. MRPs are based on National Incident Management System (NIMS) resource typing and job title/position qualifications (where applicable) but go even further to identify details about the resource such as mission description and capability, estimated mission costs, resource footprint, limiting factors, and logistical support requirements.

The Value of the MRP Personnel, skill sets, credentials, salaries, benefits and overtime are all included. Specific equipment and associated costs are included. Logistical support, necessary supplies, and space requirements are part of the MRP. An accurate estimate of costs can be determined before the MRP is deployed. Saves time when resources are requested. States already have the information collected instead of starting from scratch. Creates greater efficiencies – allows states to know exactly what they’re getting and the support requirements when they accept an offer of assistance.

NEMA has developed and placed on the EMAC website a series of training materials and resources for developing Mission Ready Packages. Interactive training module that walks a person through the process for developing an MRP. There are also previously recorded webinars posted. NEMA is also in the process of developing a new training module for states to deliver their own MRP workshops.

Public Health MRP Models on EMAC Website Three years ago, NEMA provided a subaward to ASTHO, along with contractor support, to develop MRP templates for commonly used and/or priority public health and medical resources that could be requested through mutual aid. The ASTHO work group created the templates that you see listed on the screen. They are all posted and available through the EMAC website. Over the past year, NEMA has worked with 5 states to use this list and develop up to 5 MRPs for their own state use with the caveat that the MRPs must be entered into the Mutual Aid Support System (MASS) and made available as an EMAC resource if requested. The states were AR, LA, WI, KY and VA. They each developed teams comprised of both emergency management and public health and medical personnel. The contractor for the project, Hagerty, provided on-site training on how to develop MRPs and worked closely with each state team to create their resource packages.

The final phase of the project was to develop a state tabletop exercise that drove utilization of one or more of the Mission Ready Packages that had been developed. Wisconsin and Virginia piloted the exercise for us. The objectives of the exercise are to: Validate your state’s EMAC processes for requesting and receiving MRPs. Examine coordination between public health and emergency management for the request or offer of MRPs. Ensure roles and responsibilities are clearly identified within public health agencies. Confirm processes are in place to seek or provide reimbursement for deployed resources and everyone understands what is eligible. The final exercise materials were made available in early December. They are posted to the EMAC website and available for anyone to access. NEMA has encouraged state emergency management to reach out to their public health partners and schedule a joint exercise using these materials. We’d love to hear from your states about your exercise outcomes. I’d like to thank the 5 pilot states for their time and terrific work. I’d also like to say this was a shared project from a funding standpoint. NEMA was able to utilize grant funds from FEMA, CDC and ASPR. Thank you. We’re making strides but have a long way to go with MRP development.
