Outline Background Development of the 2019 Refinement

Background

44th Session of the IPCC IPCC-44 decided (October 2016, Bangkok, Thailand) to prepare a Methodology Report to refine the 2006 IPCC Guidelines for National Greenhouse Inventories with the following format and title (Decision IPCC/XLIV-5) http://www.ipcc.ch/meetings/session44/p44_decisio ns.pdf The format should be one single Methodology Report comprising an Overview Chapter and five volumes following the format of the 2006 IPCC Guidelines The title of the Methodology Report should be “2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories”

Approval of Outline IPCC-44 adopted (Decision IPCC/XLIV-5) Terms of reference for the production of the 2019 Refinement as contained in Annex 1 to Decision IPCC/XLIV-5 including Work plan Instructions to Experts and Authors Table of contents of the 2019 Refinement as contained in Annex 2 to Decision IPCC/XLIV-5

2019 Refinement The overall aim of the refinement of the 2006 IPCC Guidelines is to provide an updated and sound scientific basis for supporting the preparation and continuous improvement of national greenhouse gas inventories The refinement work will not revise the 2006 IPCC Guidelines, but will update, supplement and/or elaborate the 2006 IPCC Guidelines where gaps or out-of-date science have been identified The 2019 Refinement will not replace the 2006 IPCC Guidelines, but will be used in conjunction with the 2006 IPCC Guidelines

UNFCCC At the 46th Session of the SBSTA in May 2017, it welcomed the plans of the IPCC to produce the methodology report “2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories” by 2019, and noted that this work may inform the discussions under the agenda sub-item “Revision of the UNFCCC reporting guidelines on annual inventories for Parties included in Annex I to the Convention” (FCCC/SBSTA/2017/4, paragraph 73)

Development of the 2019 Refinement

First Lead Author Meeting Held on 7–14 June 2017 in Bilbao, Spain In two parts: 7–9 June and 12–14 June Key tasks of the meeting were: to consider and agree on assignments of work among authors as well as on a detailed work plan to develop the Zero Order Draft (ZOD) of the 2019 Refinement, where possible Successfully concluded with a number of agreements (e.g. allocation of work and detailed work plan) Decided that the literature cut-off date for the 2019 Refinement should be 25 June 2018

Second Lead Author Meeting Held on 25–28 September 2017 in Victoria Falls, Zimbabwe The meeting aimed to start developing the First Order Draft (FOD) of the 2019 Refinement based on the ZOD produced after the First Lead Author Meeting Agreed on number of issues and detailed work plan for preparation of FOD for Expert Review Develop a mapping table summarizing what have been refined in each Volume

FOD Expert Review Review is an essential part of the IPCC process to ensure objective and complete assessment of the current information “Procedures for the preparation, review, acceptance, adoption, approval and publication of IPCC Reports” contained in Appendix A to the Principles Governing IPCC Work http://www.ipcc.ch/organization/organization_procedures 4 December 2017 to 11 February 2018 Online Registration for Expert Reviewers (20 November 2017 to 4 February 2018 ) Registered experts are provided with access information to the review materials

FOD Expert Review Expert Reviewers Comment on the accuracy and completeness of the scientific/technical/socio-economic content and the overall scientific/technical/socio-economic balance of the drafts Comment on the text according to their own knowledge and experience Draft reports, prior to acceptance, to be pre-decisional, provided in confidence to reviewers, and not for public distribution, quotation or citation Review comments, and the author responses to those comments will be made available on the IPCC website as soon as possible after the acceptance by the Panel and the finalisation of the report

Upcoming Third Lead Author Meeting will be held on 10–13 April 2018 in Cairns, Australia (Coordinating Lead Author, Review Editor and Steering Group Meeting, 9 April 2018) Discuss how to deal with the comments received during the Expert Review of the FOD and to start developing Second Order Draft (SOD) Government and Expert Review of SOD (2 July to 9 September 2018)
