EuroRegionalMap A step-wise approach to harmonisation for a European SDI Nathalie Delattre, IGNB

Defining the product The incremental development of a high quality pan-European spatial data infrastructure at medium scale ( 1/250 000), which could be used as reference data for multifunctional purposes in visualisation as well as in spatial analysis. Spatial resolution allowed 1:200 000 – 1:300 000 Data content restricted to topographic data usually maintained by mapping agencies Basic spatial analysis requirements Full connectivity of transport and water network Geometrical consistency of administrative boundaries

Harmonisation approach Determining a core reference dataset acceptable to producers, which is the best compromise in term of harmonisation Data that we have in common Harmonise them at the most useful and cost efficient to do so Easy maintenance and derivation NDB larger scale NDB similar scale EuroRegionalMap Nat. Harm. Core NDB1 NDB2

Findings Integrating information and upgrading topology (full connectivity) is work consuming Finding compromise for international boundaries can be time consuming and could require displacement of topographical features -> has to be agreed at the very beginning of the production.

Updates 2006 2003 Fixed duration of updates 2 years : ADM, TRANS 5 years : HYDRO, POP, MISC 10 years: Names, VEG 2006 2003 ERM V2 7 countries updated + new countries ( new product) ERM V1 7 countries New sources New exploitation soft Modified specifications Operational solution for « changed-only » data delivery to customers

“Distributed” management – EuroSpec compliance Products on the market Online Tools Data maintenance Quality check Update releases Online Delivery Ordering Delivery formats Virtual DB 1:250 000 National Applications: WFD, routing etc By online tools NMAs will open the national data for European activities. NMAs will keep control of their national subset and udate the data as soon as the national DB is updated. The online tools would operate in line with EuroSpec principles, they would allow to upload the national data, provide the quality check and assure consistency with neighboring country. Virtual DB serves as the master source for different EuroGeographics products: EGM (by generalisation), SABE, ERM. Of course the product creation should be co-ordinated and the quality assurance made. There is a question mark about if the application should be developed directly from the virtual DB.

WHY we develop EuroRegionalMap Market demands Niche in the market for 1:250 000 scale high quality, constantly updated dataset from “trusted” sources Reference data for EC activities: Water, Noise, Transport etc. Master database for small-scale EuroGeographics products A prototype of EuroSpec Source for EuroGlobalMap (generalisation) SABE connectivity with topography ERM is produced NOT to compete with the private industry, but to provide a basis (reference data) for their solutions. The markert demands were gathered from PETIT, ERM users study, feedback form current SABE users/distirbutors, Data Policy ws attendees, EC. Important to mention WFD and the current demand for seamless European coverage for the reporting purpose.

Distribution policy Basic approach: Annual subscription license Individual or Group of countries , individual or group of themes Multi-user license Internet license Min. licensing period – 2 years, updates are included. Pricing policy: retail price based on annual license Discount according to the number of countries , license period ( 2,5,10) Multiplication factor on the number of licenses

What Next, the extension phase Goal EU-29 (15 EC + 10 candidates 2004, 4 EFTA) ( at least continuous coverage ) Timeframe ( including updates of the 7 countries) : 2004-2006 Whole Europe in 2009 ( + EuroGeographics )

Were we are today... Actually, conviced by the usefullness of ERM On 29: 15 yes, 5 not yet Reasons for hesitating Data sources issue  delay the ERM delivery Commercial and political issue ( assurance of costs recovery) Funding Current Yes Not yet

eContent programme opportunities Action line 1.1. Cross-border information services based on PSI: Focus - the interactive added value services Possibility to develop and test an EuroSpec prototype Opportunity to build the data for Water Framework Directive (reporting purpose) No funding is available for the harmonisation effort of the NDBs The 4th eContent call will be open at December – March and incase of the successful selection the eContent project will star in summer 2004.

Can we deliver the goal?  2006 An coverage of Eu-29 , with a first update of the 7 countries “Distributed” data management solution Change-only data deliveries for users Synchronised national and EuroRegionalMap updates Harmonised specifications within Eurogeographics (SABE, EuroGlobalMap, EuroSpec)

Thank You !
