Effect on Environmental Issues Enforcer: Council on Environment Quality that oversees environmental efforts, collects environmental impact assessments Function: Requires federal agencies to create environmental impact statements (EIS) in order to recieve federal fund, ensures that environmental factors are in equal consideration in the decision making processes of federal agencies, and Advises the President on environmental policy and implementation
