The National Environmental Policy Act (NEPA) was signed into law on January 1, 1970. United States Environmental law Promotes the enhancement of the environment NEPA requires federal agencies to assess the environmental effects of their proposed actions prior to making decisions The range of actions covered by NEPA is broad and includes: making decisions on permit applications, adopting federal land management actions, and constructing highways and other publicly-owned facilities.

Environmental Protection Agency (EPA) EPA is required to comply with the requirements of the National Environmental Policy Act (NEPA) for its: research and development activities, facilities construction, wastewater treatment construction grants under Title II of the Clean Water Act, EPA-issued National Pollutant Discharge Elimination System (NPDES) permits for new sources, and for certain projects funded through EPA annual Appropriations Acts.
