Group 1 Ærø, Bornholm, Saaremaa/Estonia 16 Apr 2013

Estonia: energy lessons, 1. grade of secondary school, education material Bornholm: households, campaigns, looking for projects with new ways to reach households, better insulation, changing heating units Ærø: 6600 inhabitants, energy advising small households, wind turbine projects, heating, transportation, export electricity, 60 RE in district heating

Main technical problem re energy and infrastructure? Estonia, mainly Saaremaa: no gas connection to mainland, electric cars and filling stations, CHP plants and wood chips, 6 district heating networks, 3 in a bad condition, private houses 90 use local wood fuel, 7 underwater electric cables, local electric distribution system is weak, sensitive to storms. No subsidies. Electricity from Nordpool, prices increased 20%, prices are high for ordinary people compared to income. Feed-in tariff energy production 5.3 c / kWh. Salaries are lower than in mainland. Heat pumps is a new trend. 80 % of windows in apartments are changed, 20% houses are correctly and well insulated, the rest have problems.

Bornholm: Insulation of houses is biggest problem, 50 energy checks indicate potential for savings, discussion about temporary visitors (summer guests), special rules of protection of houses Ærø: district heating, old plants and new plant, old buildings (> 100 yrs old), replace oil boiler by heat pump is not always a solution, big investment to insulate, building restrictions in two towns,

People behaviour? Ærø: people know the money paid, but not energy spent, they would like to know if consumption is low or high Bornholm: things happen when the advisor makes a list of actions Estonia: Do not know kWh, they pay directly to bank, campaigns for housing associations, lack of campaigns for private houses

Financing? Estonia: EU projects, expert crediting fund finances campaigns for housing associations, local government funds, nobody finances campaigns for private households (LEADER for other purposes) Bornholm: rural district EU funds for development (LEADER, LAG), national funding (Energifonden), little bit of payments from the households, there is an energy strategy Ærø: campaigns hard to finance, muicipality can use some money on information campaigns, LAG, funding should be independent, threat to consulting status,

Target groups Estonia: House owners, pupils in schools, NGOs Bornholm: private households Ærø: private households

Action lines Bornholm: energy plan (2010): save x % electricity and heating in households (difficulties to reach the goal), cannot see the results of their work in the figures, involve municipality, business associations (green agenda), bike and walk, more district heating, more wind turbines land and sea, more biogas, electrical vehicles, PROMISE calculators in Danish, media (radio, TV, newspaper), green shop certificate, suitcase of tools to use in a housing association. Main activity: home energy check. Involved in many local projects. Make people know about the energy action plan. Make awareness campaign for the energy strategy, anchor the strategy in households lives, so they can see the big picture. Ærø: Private households, transportation, calculators published on local sustainable energy website, efficient cars, municipality, house checks, self-checks (Android App), newspapers, discuss transportation during home energy checks, Estonia: energy checks, calculators, make courses for pupils and teachers, energy saving week (2nd w Nov), programs on radio station on Saaremaa, articles to local newspapers, excursions around the island to show best practices. Talk about waste and water also. Find better ways to include the inhabitants. Use radio.
