WIRELESS UPDATE

CHANGE COMING

CHANGE

CHANGE

CHANGES COMING TO WIRELESS NETWORKS

WIRELESS NETWORKS 5 Networks in Tarrant County ATTMO MPCSI SPPCS yTMOB VZW All others buy time on one of these

WIRELESS NETWORKS TMOB bought MPCSI in 2014 Too expensive to maintain 2 networks In the next 18 months MPCSI will MOVE to TMOB network (towers) All calls will show TMOB in ALI MPCSI will go away in ALI MPCSI will continue that “brand” to public

CHANGES COMING TO FCC WIRELESS ACCURACY

OLD FCC ACCURACY MPCSI, SPPCS & VZW 66% - 50 meters 90% - 150 meters ATMO & TMOB 66% - 100 meters 90% - 300 meters

FCC ACCURACY – TODAY ATMO, SPPCS & VZW TMOB (MPCSI) 66% - 50 meters

FCC ACCURACY – 2019 ATMO, SPPCS, TMOB & VZW 66% - 50 meters

FCC REPORT & ORDER – FEB 2015 For the first time FCC addresses indoor accuracy Recognized the need for PSAP to have a “dispatchable address” on wireless calls Based on something called a MAC address Also based on a new database called NEAD Introduced the z-axis to mapping of wireless calls Phased in over next 8 years First of new requirements – “within 2 years” from 2015

MAC ADDRESS?

MAC ADDRESS

Media Access Control (MAC) Address Every Wi-Fi router has a unique MAC address The ISP that supplies INTERNET access knows the physical address of the Wi-Fi router

National Emergency Address Database (NEAD) Does not exist today In the future ISP’s will send MAC address and physical address of that MAC address to the NEAD In theory the NEAD will have eventually have the MAC address and physical address of every Wi-Fi router in the country

FUTURE 9-1-1 CALL FLOW Wireless 9-1-1 call from residence Assumes residence has Wi-Fi router Handset that calls 9-1-1“picks up” the MAC and sends it with voice to MSC MSC sends voice to 9-1-1 tandem and then to PSAP MSC sends the MAC address to the MPC MPC dips the NEAD to retrieve the physical address associated with that MAC address When PSAP sends ALI dip to MPC the physical address of the MAC is returned as the “dispatachable address”

IMPLEMENTATION All dates from February 2015 Wireless provider shall provide (1) dispatchable location, or (2) x/y location within 50 meters: Within 2 years: 40 percent of all wireless 9-1-1 calls Within 3 years: 50 percent of all wireless 9-1-1 calls Within 5 years: 70 percent of all wireless 9-1-1 calls Within 6 years: 80 percent of all wireless 9-1-1 calls

A Dispatcher’s Life, How to Build Support from Family and Friends Dr. Rasmussen's dissertation, "Resilience and Protective Factors in Emergency Dispatchers in Michigan" produced statistically significant insights into what factors help most to thrive in this profession.   This class was created to show the importance of family and friends and how to build their understanding and support.
