PSAP Assistance Program

PSAP Assistance Program The District will provide reimbursement for Allowable Expenses subject to availability of funds, entity allocations and annual appropriation. Allowable Expenses are determined by the District Board of Managers and reviewed annually. In compliance with applicable State laws, this is a prospective policy. No previously purchased items or services will be considered for reimbursement. (Current year billing of multi-year contracts will be considered on a case-by-case basis) All expenses must be approved by the District, in advance, to receive reimbursement. PSAPs must submit an Application for Funding consisting of the expenditures the PSAP is requesting. All applications must be received by June 30th. The deadline to submit the Reimbursement Request is August 31st.

Application Process From the District’s website (www.tc911.org) hover over the “AGENCY ZONE” tab. From the drop down menu, click “PSAPS”, then “PSAP Assistance Program” on the left sidebar. From the PSAP Assistance webpage, click on either the “Application” or “Reimbursement” icon.  If you have not already created an account, please do so at this time.  Once you have successfully created an account, click on “Apply”, then “TC9-1-1 PSAP Assistance Program – FY2013”.  Complete the application and upload your documentation where indicated.

UPDATE ON TEXTING TO 9-1-1

VERIZON WIRELESS Only carrier currently offering texting to 9-1-1 Must have a working VZW phone Must have a texting plan active on that phone Does NOT work with uninitialized cell phones

VERIZON WIRELESS Offers 3 solutions Includes a “bounce back” message SMS to PSAP via direct IP SMS using web browser via INTERNET SMS to TTY conversion (baudot) Includes a “bounce back” message

ATTMO, SPPCS, TMOB & VZW On December 6, 2012 signed a formal agreement with APCO and NENA Presented to FCC Agreed to have “bounce back” message by July 1, 2013 Agreed to have texting to 9-1-1 available by May 15, 2014 Must be on “home” wireless network – no roaming

NCTCOG DEPLOYING VZW TEXTING Fully deployed in Wise County Fully deployed in Collin County Will deploy in all NCTCOG counties ASAP Actively courting ATTMO for trial/early deployment

OTHER FACTS Several trials in other states are producing so few texts to 9-1-1 that it is hard for the call takers to remember how to handle them The TOAC for Tarrant county 9-1-1 has evaluated several interim solutions such as Agent 5-1-1 – none have been approved

CONTRACTORS AND SECURITY CHANGING FBI and CJIS SECURITY RULES

BACKGROUND TC911 has always required our contractors and sub contractors to comply with CJIS policies (to the extent of our authority as a non-criminal justice agency) In recent years we have required background checks Fingerprinting (by fingerprint card) has been done the request of the PSAP and print cards have been sent to DPS by the PSAP We have placed language in our contracts to enforce these requirements

EXISTING PROCEDURES FOR TC911 Vendors executing contracts with TC911 must agree (by contract) to abide by CJIS rules and respect PSAP Security requirements Criminal History Checks are run by each PSAP. Results are not released but an authorization for admittance with or without an escort is given TC911 only knows whether or not one of our subcontractors has been denied access.

Legal Authority and Purpose New approval from the United States Department of Justice (DOJ)to the FBI permits Privatization of traditional law enforcement under controlled circumstances The FBI will Develop a security addendum Security Addendum will make clear that access to CHRI will be limited to those officers and employees of the private contractor or its subcontractors who require the information to properly perform services for the sponsoring governmental agency

THE SECURITY ADDENDUM Augments CJIS Security Policy Requires Contractors to maintain a Security Program Specifies duties and responsibilities Applies to all personnel, systems, networks and support facilities supporting government agencies TC911 would become a Contractor to each PSAP We would be required to manage our subcontractors

DEFINITIONS Contracting Government agency –(CGA) the government agency whether a Criminal Justice agency or a Noncriminal Justice Agency, which enters into an agreement with a private contractor subject to the Security Addendum Contractor –a private business, organization, or individual which has entered into an agreement for the administration of criminal justice with a Criminal Justice agency or a Noncriminal Justice Agency

Responsibilities of the CGA (PSAPs) Ensure that each Contractor employee receives a copy of the Security Addendum and the CJIS Security Policy Execute an acknowledgement of receipt of the Security Agreement and its contents Retain signed acknowledgements and make them accessible for audit Report security violations to the CJIS System Officer and the Director of the FBI along with all actions taken

Responsibilities of the Contractor Maintain a security program consistent with federal and state laws, regulations, and standards Security violations can justify termination of the agreement In the case of suspension of the agreement, return all records containing CHRI to the CGA Upon request make files available for a final audit

WORKING OUT A NEW PROCESS A better way to work with PSAPS? Tc911 can work with PSAPs to get live scan prints submitted one time Rule out problems with subcontractors earlier in the process PSAPs still decide To escort or not to escort To permit unescorted access for each individual contractor TC911 and other Districts in Texas are working together with the FBI, CJIS and each PSAP to work through the details
