ESEA Reauthorization update New Bill introduced by Alexander & Murray Every Child Achieves Act of 2015 Bill summary at: http://www.titlei.org/c/tit lei/files/Association/2015 /Committees/AdvocReaut h/2015Alexanderbillsum mary.pdf Highlights for Title IA Eliminates HQT Changes in Rank & Serve Must fund/serve all schools at 75% and above AND Must fund/serve all secondary school > 50% Parent Involvement Set- Aside increases to 15%
Title IA Funds & Testing Title IA funds MAY NOT be used for State Testing Excerpt from previous announcement: “Several districts asked whether staff funded solely out of Title I-A may administer Oregon's statewide assessments. The answer is no, these staff may not administer statewide assessments because it is considered supplanting. Since administering state assessments is required under state law, a teacher solely paid out of Title I-A funds could not administer these tests. State assessments need to occur during a student's core academic instructional time, not during their supplemental/intervention time. An allowable strategy that districts may follow to enable staff who are otherwise funded by Title I-A to administer state tests would be to pay for the portion of the teacher's salary dedicated to testing out of general funds rather than Title I-A funds.”
