Innovation in masterplanning

Problem of overcrowding

Negative impact. With consequences for: the well being of prisoners and staff the compliance of basic needs the possibilities of organizing activities the quality of the infrastructure/building

Maximizing the application of electronic monitoring Master plan

(1) Electronic Monitoring (EM) Impact on overcrowding on three levels: Execution of sentences Front door and back door Pre-trial detention (since 1 Jan 2014) Autonomous sanction (as part of Belgian Penal Code, Law of 7 Feb 2014, not yet in force)

(2) Master plan The most important factor was the building of 4 new prisons

Guiding objectives: A secure prison with a centralized organisation Modern institution and new technics New view of detention traject of inmates Attention for care and guidance Attention for ecology and technology Quality of architecture and design Attention for environmental implantation and design In some new prisons: possibilies for judicial activities

Guiding objectives (2): Facilities for inmates wich allow a new approach on how to treat inmates and how to organize a life in a penitantiary context: - Shower on cell PrisonCloud Visiting facilities - Phone on cell - Focus on work, formation and activities

Challenges: Change management Different approach is asked from the guardians (formations are not adapted) Develop more/different contact with inmates (dynamic security) Level of security vs. open living conditions Immediate/instant lifestyle and expectations

(1) Act on the principles of prison administration (law) Regulates the execution of sentences to minimize the negative effects of detention. Principles: Normalization Standardization Restorative justice Reintegration/rehabilitation Consistency in decisions over all prisons
