De-centralisation + Co-ordination compared to ‘old’ MEGRIN : de-centralisation of Project management stronger Head Office (France) the arm of the MB administration & finances strategy, policy, priorities and planning communication and co-ordination compared to CERCO-MEGRIN structure co-ordination of Projects and WGs within global EuroGeographics objectives & strategy If mission and objectives generally unchanged the merging has compelled us to review the operational organisation, following 2 key words : decentralisation and co-ordination already started during the last year of MEGRIN, the decentralisation is a long way off the original MEGRIN Project Team when all responsibilities were ‘central’; if the Head Office may still be the initiator of new projects or activities, in the current work organisation the responsibilities of all mature Projects are de-centralised to one EuroGeographics Member, and the Project budgets are managed independently of the core-budget. on the other hand, the multiplication of the projects and WGs makes it necessary that a stronger co-ordination is effective in keeping all activities consistent between themselves, coherent with the global EuroGeographics strategies, and in facilitating the necessary synergies : this is the role of the Head Office

1st GA conclusions Private sector, the European Commission & NMAs agree that the E-ESDI initiative is much welcome data availability is not the key-problem, reference data harmonisation is policies and financial strategies are the key to the solution, that need to be elaborated in close collaboration with NMAs and Member States

Provisional plans (1) Conduct in parallel the following: 1- Support small scale harmonisation for a quick solution to pan-European coverage: 1:1M in 1-2 years 1:250k in 2-3 years 2- definition of the specifications for multi-scale reference data covering “all” GI needs for the European Commission, and the citizen also coherent with market requirements
