ESTP TRAINING ON EGR Luxembourg – 3-4-5 December 2014 17. The way forward: the European System of Business Registers (ESBRs Project) Eurostat

VIP.ESBRs FRIBS EU main initiatives looking forward The "Vision" and the Vision Implementation Programme (VIP) VIP.ESBRs FRIBS

The Vision Commission Communication on the production method of EU statistics: a vision for the next decade (2009) It proposes: new measures to increase the ESS flexibility and hence its ability to respond to new needs and challenges. full re-engineering of the production methods of statistics within the EU, going from a production system often based on numerous parallel processes (stovepipe approach) to a more integrated production model.

The Vision Main goal: to move the production of European statistics from a traditional “stove- pipe” approach to an integrated, more flexible model. Objectives: increase efficiency and cost-effectiveness improve the coherence and comparability of data.

VIP Vision Implementation Programme 2012: Launch of the ESS.VIP programme: joint strategy to implement the 2009 vision (horizon 2017); 2013: some pilot statistical domains to be modernised are approved (including ESBRs); September 2013: Review of the foundations of the strategy and of the way to pilot it; May 2014: Vision 2020, focusing on users, quality, new data sources, MS cooperation and communication & dissemination; ESBRs is confirmed. September 2014: Riga memorandum – Important principles, including EGR as backbone for globalised business statistics, enhanced cross-country collaboration, etc.

Backbone role of SBRs To be strengthened The concept of backbone role is more and more mentioned as an important factor to improve quality, coherence & efficiency of business statistics. The general idea is that SBRs should serve as coordinating mechanism. Business surveys should be linked to national SBRs, in the same way as human beings’ ribs are linked to their vertebral column (also known as backbone).

ESBRs goals: European System of interoperable SBRs ESBRs Strengthen and rationalise national SBRs Integration into an interoperable system Serving national and EU statistical production Efficiency and quality gains for the whole system Improve the EGR (heart of the system) Improved quality of information on multinationals NSIs on-line access, facilitating interaction with EGR Dedicated interfaces for FATS and FDI statisticians Integration of profiling information into the EGR Share statistical services NSI access shared services for register management Services certified by Eurostat against ESS standards

EGR SBR From disconnected statistical business registers… … to an efficient system of statistical business registers … EGR SBR … trough Business Architecture

Renewing a house Interoperability Framework (IF) As is state   As is state Business Architecture (BA) To be state

Interoperability Definitions Interoperability is the ability of disparate and diverse organisations to interact towards mutually beneficial and agreed common goals, involving the sharing of information and knowledge between the organisations, through the business processes they support, by means of the exchange of data between their respective ICT systems. An Interoperability Framework is an agreed approach to interoperability for organisations that wish to work together towards the joint delivery of public services. Within its scope of applicability, it specifies a set of common elements such as vocabulary, concepts, principles, policies, guidelines, recommendations, standards, specifications and practices.

Interoperability Dimensions Our rules are in a legal document In practice …(simple example) In practice …(ESBRs) Responsible for the proposal Legal Our rules are in a legal document Framework Regulation Integrating Business Statistics Eurostat G1 Organisational We have some rules: who, when, how, etc. Roles and responsibilities in the ESBRS for the ESS members, Eurostat and other external to the ESS (who can do what, when and how). ESSnet ESBRs WP2 and 3 Semantic We all use English Business architecture and models for the whole ESBRs ESSnet ESBRs WP1 and 2 Technical Our computers are linked. We can send e-mails each other Technological solutions to be used within the ESBRs. Eurostat VIP programme

ESBRs scope

ESBRs scope Overall purpose = upgrade SBRs (including EGR) to a level enabling a quality of European business statistics that is not possible today Level of upgrade = variable depending on MS needs By upgrade it is meant: to optimise SBRs' potential for data linking. to reinforce SBRs’ backbone role to develop pre-requisites to allow the integration of the information from profiling to align practices in business registers improve cross-country comparability and accuracy of European estimates (e.g. reduce double counting, inconsistencies, asymmetries).

ESBRs scope Consolidation of EGR and profiling developments improving their quality and integrate them establish the pre-requisites for their integration with national SBRs Production of BA & Interoperability Framework decision gates for refining further the project’s next steps national level  common rules will need to be gradually implemented Statistical services input in the ESS catalogue

In 2013 ESBRs overlapped with previous projects (EGR and Profiling) 2013-2017 In 2013 ESBRs overlapped with previous projects (EGR and Profiling) EGR/Profiling development/quality Sharing statistical services implementation <-- Investigation -->  Preparation  2013 2014 2015 2016 2017

FRIBS Framework Regulation Integrating Business Statistics a new legal framework expected to be implemented in 2018

FRIBS Main ideas: A single regulation instead of plenty of specific, not integrated regulations (around 12 Council and EP Regulations and numerous Commission Regulations) – goals: comparability, consistency & efficiency  in the style of ESA Main elements: Well defined statistical units Key role of business registers (including EGR) Common metadata and classifications Exchange of micro-data

FRIBS Roadmap: Discussions are going on (WGs, BSDG, etc.) An advanced version of the content is ready, but still need some discussion and the translation of technical issues into a legal text Commission proposal in 2015 Legislative procedure (Parliament and Council): adoption by end 2016 Expected implementation (first reference year): 2018
