Spring Branch ISD 2017 Bond Program BOC BOC charge: Ensuring the bond projects remain faithful to the priorities identified in the 2017 Bond Plan approved by voters on November 7, 2017. Providing advice to the Board of Trustees on ways to maximize the potential of the 2017 Bond Plan and to provide the best value to the taxpayers of Spring Branch Independent School District. Reviewing and evaluating, on a quarterly basis, information from staff on all projects and expenditures of the bond funds on the timelines established in the 2017 Bond Plan. Working with staff in assessing key campus stakeholders’ levels of satisfaction with the quality of work and rating of customer service (i.e. courtesy, knowledge and helpfulness of the bond project workers). Reviewing and evaluating, on a quarterly basis, a 2017 Bond Plan budget status report. Providing an annual report to the Board of Trustees on the progress of the 2017 Bond Plan. Meetings The Bond Oversight Committee will hold a minimum of one meeting per quarter. At least a majority of the Committee members should be present to hold any scheduled meetings.

Spring Branch ISD 2017 Bond Program BOC Finance Updates: First issuance (sale of bonds) of $146 million is planned for mid-June Expenditures made prior to the first issuance will be paid out of the district’s general fund then ‘paid back’ when bond funds are received. Second issuance of approximately $260 million is planned for late 2019 Additional issuances will be made in subsequent years as required by expenditure projections. Spring Branch ISD 2017 Bond Program BOC Career & Technology Education (CTE) Updates: The 66-member CTE Task Force met for the fourth time on April 26th. The task force in now in the empathy phase of the design process, and will be conducting one-on-one interviews with students, parents, campus and District staff, business partners, and community leaders over the next few weeks. The group will convene in May and June to analyze trends and patterns in the data, and identify our stakeholder’s aspirations for the CTE program, as well as issues and challenges. The task force will provide an interim report of its findings at the Board’s June workshop meeting.

Spring Branch ISD 2017 Bond Program BOC Fine & Performing Arts Updates: A proposal has been obtained for the purchasing of 27 Sousaphones. High school and middle school band instruments have been identified and cost proposals to be developed. High school and middle school orchestra instruments have been identified and cost proposals to be developed. High school drill team uniforms replacement cycles to begin 2018-2019 school year. High school marching band uniform replacements scheduled to begin in 2021.

Spring Branch ISD 2017 Bond Program BOC Transportation Updates: Modified Bus Replacement Schedule (Grant Received) District awarded a second grant totaling $275,000 for buses. Second grant not reflected in above chart.

Spring Branch ISD 2017 Bond Program BOC Planning & Construction Project Updates: Request for qualifications for architectural and engineering services. The district received 41 responses for architectural services. The evaluation team reviewed all 41 architectural responses and developed and agreed upon a short list of 13 architectural firms. Based off of oral presentations, the evaluation team agreed upon seven architectural firms for recommendation and approval to the Board of Trustees.

Spring Branch ISD 2017 Bond Program BOC Planning & Construction Project Updates: School: Pre-K Centers, Bear Blvd & Lion Lane Scope of Work: Chiller replacement & courtyard lighting project Project Manager: Kris Drosche Architect/Engineer: Johnston, LLC Contractor: Bass Construction Updates: General contractor approved and a construction schedule submitted and reviewed. Meetings with Pre-K Directors have been scheduled. All proposed work to be completed over summer break.

Contractor: TBD Updates: An orientation meeting was held with Stantec Consulting Services, Inc. along with an introductory meeting with the Memorial HS Principal and the Stantec Design Team. The team performed a high level site walk of the campus.

Contractor: TBD Updates: An orientation meeting was held with PBK Architects, Inc. An introductory meeting is tentatively scheduled with the principal and the PBK Design Team. A site walk of the campus with P&C, Maintenance and the Design Team has been scheduled.
